Orissa needs to set right its technical education

BHUBANESWAR, Aug 28: Orissa which was earlier known for all wrong reasons like starvation deaths, child sale, high unemployment has now become the most favoured destination for global investors attracting the likes of POSCO, Arcelor Mittal, Sterlite, Vedanta, Tata’s etc.
Backed by its abundant mineral resources it has already signed over 60 MoUs in steel, aluminum, power and other sectors ensuing an investment to the tune of Rs 4 lakh crores.
As stated recently by Industry secretary Mr. Ashok Dalwai, various project proposals including those of POSCO and Arcelor Mittal are at different stages of implementation and the government is hopeful that within the next 8-10 years, these plants would be commissioned.
The problem, however, is the non-availability of enough manpower with the specific skills which will be heavily required by these industries which are both technology and labour intensive, observe educationists and industrial circles here.
Despite some initiatives the state by and large seems completely un-prepared for meeting the demand for the manpower that will be required as these projects roll out.
The question is, how the state, which ranks 2nd in the country in terms of unemployment growth rate (as per NSSO report ’07) and home to around 10 lakh unemployed people, would cope up with the situation.
A glimpse at the projected employment opportunities to be created by of some of these mega projects reflects the huge gap.
According to a Social Cost Benefit Analysis of the proposed 12 MTPA integrated Greenfield Steel Project of POSCO-India, prepared by the National Council of Applied Economic Research (NCAER), the project would create 18,000 direct employment opportunities in iron & steel production sector while simultaneously generating 15,000 employments in iron ore mining sector over a period of 30 years.
The report also says that if all these direct & indirect employment opportunities of the project including the ones that will be generated as linkage effect in the manufacturing, trade, construction, agro-based businesses such as farming, animal husbandry etc., hospitality & services sectors are taken into account the employment effect of the project will be 8.7 lakh person-years over the period of 30 yrs.
Arcelor Mittal which also proposes to set up a steel plant of similar capacity though has assigned MN Dastur & Co. for preparation of the comprehensive study report, the preliminary estimates say that the project would create 20,000 direct and indirect employment opportunities.
Apart from these two companies, there are several others in the fray and some of them have even started initial or trial production.
If we go by the simple ratio of production output and employment generation put up by NCAER; the crude steel sector would generate 0.692 person-years of employment per Rs 1 lakh of output while iron ore sector would create 0.354 person-years for the same output.
More over, realization of all these projects will stimulate other industries in the state, as a Linkage Effect, which will impact job creation in related sectors.
The ancillary and downstream industries and infrastructure development sector also promise a lot many employment opportunities and scope for entrepreneurship for the unemployed in the state.
Opportunities of such huge number of employment are to benefit both the technical as well as the non-technical workforce, in the state, which is presently characterized by abundant manpower but plagued by the problems of unemployment, underemployment and migration of labour.
Human resource development experts feel that the government should develop an action plan with the help of companies and technical institutions to groom the manpower so that maximum number of talents from Orissa get employment by the time the projects start operating.
As said by Infosys BPO Chairman Mr. Mohandas Pai during his recent visit, Orissa should first put efforts to build a pool of skilled professionals in the state if it wishes to capitalize on the employment opportunities.
The government decision to open a branch of Central Tool Room & Training Centre at Kalinga Nagar Industrial Complex, in Jajpur District, POSCO-India’s Human Resource Development Training Centre on 7 acres of land and the Tata Steel’s Technical Training Center at Gopalpur are some noticeable efforts in enhancing the employability of the local people.
But, more & more companies need to be encouraged to set up technical institutes such as ITIs & ITCs to prepare manpower as the annual turn out out of such skilled workforce in the state is 21,912 from out of 24 Govt. & 152 private ITIs & ITCs in the state (As per Govt. of Orissa data for the year 2004-05).
But the fact is that many of them, around two-third pass outs even lack of technical skills, practical exposure as well as domain knowledge and fail to meet the industry standards, as pointed out by a leading automobile manufacturer.
The need of the hour is to improve on the standard of the present technical education in the state and strengthening the industry-institution linkage. Maximum advantage needs to be taken from the Biju Pattnauk National Steel Institute (BPNSI), set up by Ministry of Steel at Puri. Sensing the huge requirement of technical manpower and the urgent need of reviving the technical education, initiatives need to be started immediately to set right the technical education scenario in the state.
Lack of effort in this direction could spell doom in the hopes of the unemployed in the state as they would be wanting in required skills.

IIIT proposal of Orissa in 1997

I came across the IIIT proposal that Orissa had prepared in 1997. Here it is (7MB). Since that proposal, its been 10 years and finally we will have the IIIT. During these 10 years many IIITs were established in other states: Gwalior (1997), Hyderabad (1998), Allahabad (1999), Bangalore (1999), Kolkata (2000), Pune, Kerala, Jabalpur and Amethi (Campus of Allahbad).

MHRD links English with Computers and suggest teachig of English to start in Class III

The HRD Ministry has proposed that English learning should be made mandatory for all students from class III to enhance their computer learning skills and for better chances of employment.

For the first time, HRD Ministry and Planning Commission has linked English learning with computer education. In a bid to introduce computer education in all the government schools from upper primary level, the government wants that English should be taught from class III. …

The government in the 11th Five-Year Plan wants that schools getting fund under Sarva Siksha Abhiyan should introduce English. The final decision rests with the state governments, as education is a state subject, the official said. “From our consultation with the state governments it appears that they are not adverse to the idea,” an official said.

Under the plan, the National Council for Educational Research and Training (NCERT) will prepare training modules for the teachers on English to be taught at the primary level. “We want to cover all government school students under the Information, Communication and Training (ICT) programme and that cannot happen without adequate knowledge of English,” he said.

Some states like Andhra Pradesh have already introduced English as a compulsory subject from class I.

With the Centre stressing on improving employability of students passing from public schools, the ministry expects other states to follow the suit. The government is willing to provide additional funds for ICT at primary level, if the states make English as a mandatory.

Orissa governmeng increases seats in more colleges

This is the second time in a month the Higher Education Department increased the student intake capacity of junior and degree colleges. Earlier on July 12, 822 seats were added in Plus Two Science and Commerce in six government colleges.

Gangadhar Meher (GM) Autonomous College, Sambalpur, will have 96 more seats in Plus Three Commerce in addition to the existing strength of 288. The students strength in Statistics in GM Junior College has been increased from 48 to 80. However, the Science seats in the Plus Two level has remained unchanged at 256.

In NC Autonomous College, Jajpur, Commerce seats in degree level have been increased to 128 from 96.

The State Government has approved the proposal of Ramadevi Women’s College here to open Biotechnology as a self financing course. The college will have 32 seats in B.Sc Biotechnology from the ensuing academic session. Earlier, permission was granted to Government College, Rourkela, to open 32 seats in B.Sc Computer Science in self-financing mode.

This time the Government approved 176 Science seats in four junior colleges. While SCS College, Puri, will have 48 more seats in addition to 304 now, Vikram Dev College, Jeypore, Government Women’s College, Sambalpur, and Fakir Mohan Junior College, Balsore, will have 32 more seats each.

The present capacity of Vikram Dev College and Government Women’s College, Sambalpur, in Plus Two Science is 128 each while FM Junior College has 256 seats.

Plus Two Commerce seats in SCS College has been increased by 32 seats taking the total strength to 160 while in FM Junior College additional 64 seats has been approved as against 128.

In Humanities, 32 more seats have been approved for Government Women’s College, Sambalpur, as against the existing capacity of 192 seats.

Founding director of IIIT Bhubaneswar, Prof. Gopal Nayak’s biography from Tathya.in

Prof. Nayak is the product of the Indian Institute of Technology (IIT), Kharagpur was born at Berhampur in Ganjam district to a family of teachers.

An electrical engineer with a Masters in Business Administration (MBA) from IIM Bangalore did his Ph. D from IIT, Kharagpur.

He has done his Ph. D under the guidance of Prof. Damodar Acharya who was the Vice Chancellor of BPUT, Chairman of AICTE and at present the Director of IIT, Kharagpur.

Prof. Nayak has spent a few years on Industry.

He has worked for Nelco in Mumbai in the product development area and for NTPC in the Procurement automation area.

Prof. Nayak has spent about 20 years in academics.

He is one of the founding Professors of Xavier Institute of Management (XIMB), Bhubaneswar.

As the Professor of Information Systems, he was instrumental in transforming XIMB into the most technology intensive campus in India.

XIMBans give credit to him in creating several firsts management education field: a campus network, providing PC to each student, making Internet accessible 24×7 and giving a technology orientation to the curriculum at XIMB.

He held important positions at XIMB such as the Dean (Academics), IT services and Admissions Co-ordinator.

Prof. Nayak’s most notable contribution is development of Academic Information System (AIS) and PAMIS.

The AIS is being used by many top business schools in the country such as XLRI Jamshedpur, IIM Indore, NITIE Mumbai.

PAMIS has been implemented in 314 blocks and 30 DRDAs in Orissa and is one of the most successful e-governance projects in Orissa.

With this background the Government of Orissa has roped in Prof. Nayak for the IIIT.

With a director of such background IIIT Bhubaneswar should also start offering degrees that relate to business and information systems such as MBA and MIS (Master in Information Systems). One may note that some of the IIITs, such as IIITM Gwalior, do offer such degrees.

Institute of Mathematics and Applications teams up with SCSTRTI

Pioneer reports on this teaming up to give training to selected children from several Tribal department run schools. Following are some excerpts.

The SC & ST Research and Training Institute (SCSTRTI) under the ST & SC Development Department has been organising a number of training programmes for the teachers as well as students of tribal schools to promote effective education among the tribals.

The institute, in collaboration with the Institute of Mathematics and Application (IMA) headed by eminent mathematician Professor Swadhin Pattnaik, identified 47 meritorious tribal students of Class VI from different Tribal Department-run schools and provided them an eight-day-long residential training course from July 17 to 24 to prepare them for the Mathematics Olympiad.

The training programme is considered to be unique and innovative, director of the institute, AB Ota, indicated that more and more such programmes would be held in future in the interest of tribal education.

IISc. running out of space; NISER should learn from that

Hindustan Times reports that IISc is looking for additional land for its expansion. Following is the news item on that:

The nearly century-old famed Indian Institute of Science in Bangalore intends to build a new campus, twice its size, to meet much of its future expansion needs.

IISc Director Prof P Balaram said the institute of higher learning is in discussion with the government and has requested to allot it land somewhere closeby that can be utilised for the expansion activities.

"I would like to think that if one is going to take a very long term view, one would actually look for a campus of at least twice the size of this one," Balaram told PTI in Bangalore.

"The reason is that there are many, many things which have to be done in Bangalore like greater industry connection with research labs...All this needs space somewhere in the neighbourhood."

The current land-holding of the IISc, which is ranked highly in the international academic field, is 443 acres. It's celebrating its centenary year in 2009.

"Right now, we are extremely constrained by the growth of Bangalore. We are completely covered on all sides. There is little scope here (the existing campus) for future expansion," Balaram said.

IISc, meanwhile, is currently in the throes of modernisation. It is building new laboratories for aerospace engineering, biology, physics, nano electronics, nano science and nano engineering in the existing campus.

"We are also building a new library. Libraries have changed a great deal...Everything is becoming very much more electronic and it's going to be, I guess, very much more elctronic than what is today," he said.

IISc, Balaram said, is also building two students' hostels. "This will automatically permit a little bit expansion of students' strength."

According to him, part of the funding for the modernisation and expansion activities would come from the special grant of Rs 100 crore announced by the Finance Minister two years ago, as also from allocation in the 11th Plan.

He also said the IISc is keen to increase the clinical interface of its research activities both in biology and in engineering.

"Only way to increase the clinical interface is to have a fair amount of inhouse research which is clinically directed. This would mean setting up of some kind of a bio-medical centre at a point in future."

Asked if the IISc has plans to introduce under-graduate programmes, Balaram said the issue is still being discussed internally, with some supporting it and others saying it's not a good idea.

Considering that NISER would like to grow up to be an IISc, it must secure adequate land now, before it is too late to find adjacent land. Having parts of an institute in one place and another part in another place will not be as cohesive. So adequate steps should be taken now.

Hindu reports on a draft bill with 16 new central universities. Following are excerpts of that report.

The Union Human Resource Development Ministry is ready with a draft Bill for establishing 16 Central universities across the country.

The draft of the umbrella legislation that will govern all the new proposed Central universities — for the first time — has been sent to various Ministries for their comments. All Central universities so far have been established under different Acts.

As of now, there are only 22 Central universities in the country with Delhi having as many as four while 16 States have none. The proposed universities are believed to have been modelled as unitary, non-affiliating universities on the pattern of the Jawaharlal Nehru and Hyderabad universities.

The States identified for setting up these universities in the next five years at an estimated cost of Rs 5,000 crore in addition to the annual grants are Maharashtra, Kerala, Tamil Nadu, Karnataka, Gujarat, Haryana, Rajasthan, Jammu and Kashmir, Himachal Pradesh, Bihar, Orissa, Chhattisgarh, Madhya Pradesh, Uttarakhand, Jharkhand and Punjab. …

Dr. Singh’s initiative for improved university system came in June when he announced at least one Central university for each State and a degree college for every district following a meeting on higher education with Union Human Resource Development Minister Arjun Singh, and Union Finance Minister P. Chidambaram

Comparing the above list with our list of 19 states which do not yet have central universities following are some observations: (i) Arunachal Pradesh, Sikkim and Tripura are not in the above list perhaps because universities for them was earlier announced, (ii) Goa is replaced by Maharastra and (iii) Madhya Pradesh is in the list, although it is not clear if this is in addition to the tribal university that is to be head quartered in Madhya Pradesh. Five thousand crores for 16 universities means 312.5 crores for each university.

Hindu has another article in its website with much of the same content except the following additional point.

In the 350 districts, where the Gross Enrolment Ratio (GER) was below the national average, Dr. Singh had asked the Centre to assist the States through the University Grants Commission (UGC) in setting up degree colleges to improve the enrolment ratio.

BHUBANESWAR: The State Government is planning to set up an ‘Education City’ near Naraj in Cuttack district.

The Higher Education Department has submitted a proposal to the Government to this effect. The proposed city will be an advanced centre of learning to train young minds in fundamental and application research.

With a number of mineral-based industries and thermal power plants coming up in the State, the State requires a large number of technical manpower. The City will be a hub of talent throwing up quality manpower in emerging subjects, said Higher Education Secretary Ashok Tripathy.

The objective is to attract private investment in higher education, he said and added the Government had already signed several memoranda of understanding (MoUs) with reputed organisations for establishment of private universities. At Mohali in Punjab, Canada is helping India set up a Knowledge City.

Naraj will be suitable for setting up the Education City because the Art of Living Foundation has selected a 200-acre site near the barrage for the proposed Sri Sri Ravishankar University. On one side of the river Kathajodi, the Government has allotted 40 acres of land for the proposed National Law University and another 150 acres for the second campus of Ravenshaw University.

On both sides of Naraj barrage, over 600 acres of Government land is available in different patches under Cuttack sadar, Banki and Barang tehsils. The Higher Education Department has recommended the Government to reserve the land for the Education City and issue necessary instructions to the Cuttack collector.

The site should be allotted to reputed organisations for setting up educational institutions of international standard offering specified high-end courses, Tripathy said. Centralised facilities like auditoria, sports and recreation centres may be set up on the campus to enhance its viability.

Apart from bringing synergy among educational institutions within the Education City, the hub’s spin-off will benefit other general and professional institutions. It will also further improve the economy of Cuttack city, the proposal reasoned.

Education City Would be Established in Naraj

Samaja, April 25, 2007 reports that a plan is being outlined to make education city in Naraj. This would include Shri Shri Ravi Sankar University, 2nd campus of Ravensha University, proposed Law University and new porposals. It will also boost the old glory of Katak city. As Naraj is located in between Katak and Bhubaneswar it would help to make a larger city combing these two cities of easter Orissa.

IN THE FIELD OF HIGHER & TECHNICAL EDUCATION THE OVERALL INCREASE IN THE BUDGET IS OF THE ORDER OF 156 PER CENT - ARJUN SINGH

PROVISION OF RS. 502 CRORES FOR NATIONAL MISSION FOR EDUCATION

Shri Arjun Singh, Union Minister for Human Resource Development has said ‘that access to education is of utmost importance for educational advancement of disadvantaged sections. The Central Educational Institutions (Reservation in Admission) Act has, therefore, been enacted and has been notified in January, 2007 in pursuance of the 93rd Amendment to the Constitution of India, to provide statutory reservations to SCs, STs and OBCs in Central Educational Institutions. Necessary resources, to the extent of Rs.2698 crores, have been proposed to be provided to the Central Educational Institutions in 2007-08, to augment their intake capacity in accordance with the Act, ensuring that reservations would not lead to any reduction in the seats as were available to unreserved categories before the coming into force of this Enactment.’

Besides this, a provision of Rs.502 crores has also been made for National Mission for Education through ICT and Distance Learning. A substantial portion of this money would be used to provide high speed interconnectivity between 84 Central Educational and Research Institutions and for developing the e-course content.

Shri Arjun Singh has further stated that in the field of higher & technical education the increase is of 156 per cent. Here is the full text of the opening remarks in the press briefing on Central Budget of HRD (2007-08) here today:-

“I am happy to be able to meet with all of you. I have been wanting to do so, and the Annual Plan 2007-08 provides us with an occasion.

Colleagues in the press have already written about the increases in our sectoral outlay in the Annual Plan. The education cess has been raised from the present 2% to 3% on all central taxes. As you know the 2% cess had been used to fund Sarva Shiksha Abhiyan and Mid-day Meal Scheme and the additional 1% is to support funding of Secondary and Higher education. The overall increase in the Literacy, Primary and Secondary sectors is of the order of 22.4%over the previous year. In the field of Higher and Technical education, the increase is of 156%. We have not yet reached the target of 6% of GDP, but these are steps towards that goal.

I shall now briefly touch upon some of the highlights of the performance of the Ministry and some proposed initiatives in the Field of education.

With the vigorous implementation of the Sarva Shiksha Abhiyan (SSA) and the cooked Mid Day Meal (MDM Scheme), the number of out of school children has come down to less than 5% of the total population in the age group of 6 to 14 years i.e. from 4.4 crores in 2001-02 to 70 lakhs in 2006. FM has proposed a provision of Rs.10,671 crores for SSA in the Annual Plan of 2007-08.

The Mid Day Meal Scheme was revised in mid 2006. Under the revised scheme nutritional norms have been raised from the existing 300 calories and 8-12 grams of protein to minimum 450 calories and 12 grams of protein per child. To facilitate this, Central assistance towards cooking cost, has been raised from existing Rs. 1 to Rs.1.50 per child per school day with mandatory contribution of Rs.0.50 per child by States, making the overall cost norm of Rs.2 per child per day. In the case of North-Eastern States, the sharing pattern is 90:10 between the Centre and States. A total of Rs. 7,324 crores has been proposed to be provided for the scheme in 2007-08. This will include provision for Mid-day-meal at upper primary stage in 3427 Educationally Backward Blocks (EBBs) in the country

Kasturba Gandhi Balika Vidyalaya Scheme, under which 1000 new schools have been approved during the current year, besides the 1180 approved earlier, provides residential education to girls predominantly belonging to the SC, ST, OBC and minority communities for whom 75% of the total seats are earmarked.

Kendriya Vidyalayas (KVs), and Jawahar NavodayaVidyalayas (JNVs) have been recognized as setting the standards for the secondary education in the country. There are 919 functional KVs and 539 functional JNVs. 50 new KVs and 28 new JNVs have been approved in 2006-07.

The outlay for Secondary education in 2007-08 has been proposed to be raised by 191% over the current year, to Rs. 3,164 crores. This is to start the process of expanding access to secondary schools for the huge numbers who are successfully completing elementary school education. We will look both at expanding capacity in existing schools and at opening schools in unserved areas.

The University Grants Commission had been given a Plan Budget of Rs.1269 crore in 2006-07, itself a substantial increase of over 68% over 2005-06 allocations, enabling increased assistance to Universities in general and the Central Universities in the North East in particular. This has been proposed to be raised in 2007-08 to Rs. 2373 crores which includes increased allocation of Rs.1218 crores for the State Universities and Rs.576 crores for the implementations of capacity in areas in Central Universities by 54%. It is our earnest hope that this will enable UGC funded Central institutions to begin the process of increasing capacity.

Four new Central Universities have been created during 2006 through Acts of Parliament. Arunachal Pradesh (Rajiv Gandhi National University) and Tripura University have been converted from State Universities into Central Universities, while a new University of Sikkim has been created. The Central Institute of English and Foreign Languages has been converted into a Central University. Now all States in the North East have a Central University each. A total of six Central Universities have been created (including the Allahabad University and Manipur University which were created by converting the existing State Universities) since the UPA Govt. assumed office.

The seven IITs and six IIMs have served the country extremely well and have done us proud. It is now proposed to establish 3 new IITs in the states of Andhra Pradesh, Bihar and Rajasthan for which the Annual Plan 2007-08 has proposed to provide Rs. 80 crores. It has also been decided to establish a 7th IIM at Shillong in the North East for which a provision of Rs. 6 crores has been made. Two new Schools of Planning and Architecture are also proposed to be started at Vijaywada and Bhopal and a token provision of Rs. 1 crore in each case has been provided. In addition to the existing Indian Institute of Information Technology at Gwalior, Allahabad and Jabalpur under the Government of India, a new IIIT (Design and Manufacturing) has been approved to be established at Kanchipuram in Tamil Nadu. Proposals have been submitted to the Planning Commission for starting 20 new IIITs so as to cover each major State. Planning Commission has suggested that these could be considered under the Public-Private Participation mode.

Erstwhile Regional Engineering Colleges/ Government Engineering Colleges have been converted into National Institutes of Technology (NITs) with changes in their governance structure. There are 20 NITs at present. In order to bring all of them under an umbrella legislation, the NIT Bill had been introduced in Parliament. We have since then received the Report of the Parliament Standing Committee and Cabinet approval has been obtained for introducing the official amendments based on the Standing Committee Report. We have increased the Annual Plan outlay for NITs to Rs. 893 crores, to also cover the proposed increase in capacity.

There is an urgent need to revamp polytechnic education in the country. The annual intake in polytechnics is approximately 50% of the intake in the degree level engineering institutions, though this ratio should be many more times the other way round. We have provided Rs. 50 crores for new polytechnics and for upgradation of polytechnics in specially identified districts, and Rs. 20 crore for the community polytechnics in the Annual Plan.

In order to build scientific research institutions of the highest standards in which teaching and research at the under-graduate and post-graduate levels will be undertaken in an integrated manner, two Indian Institutes of Scientific Education and Research (IISERs) have already started functioning at Kolkata and Pune. A third IISER is being set up at Mohali (Punjab) and two more have been proposed at Bhopal and Thiruvanathapuram. We have provided Rs. 125 crores for the IISERs in the Annual Plan. It is hoped that over a period of time, IISERs will attain the eminence of IISc, Bangalore and put India in the forefront of scientific research in the world. We have also proposed to increase the outlay to IISc. to Rs.196 crores both to enable the institution to increase its capacity for implementing OBC reservations and to commemorate the centenary of that fine institution.”

What Bangalore is for south India, Mohali would soon be for northern India - a hub for multi-level knowledge base with five educational institutes and a biotechnology park.

An ambitious plan prepared by the government to be implemented in the next five years have HRD ministry, Science and Technology ministry and Punjab government as collaborators. "Entire proposal is in the final stages of approval as the Punjab government has been asked to provide adequate land for the national knowledge project," a senior government official told HT.

The approval process started on Thursday with the Union Cabinet approving setting up of Rs 100 crore Indian Institute of Science Education and Research (IISER) in Mohali. By doing this, the government has fulfilled Prime Minister Manmohan Singh’s commitment of an IISER in the town.

The PM’s plan has got further boost with ministry of Science and Technology deciding to open National Institute of Nano-Technology and National Institute of Bio-Technology in Mohali. "The proposals in this regard would be forwarded for Cabinet consideration soon," a senior government official said.

The Punjab government has been asked by the Centre to open a management school through public-private partnership model in Mohali. They have also been asked to provide land for developing national biotechnology park. The existing National Institute for Pharmaceutical Education and Research will be part of the new ‘knowledge campus’.

According to a senior government official, all the five institutes will come up in one huge campus with common residential, library, sports, broadband and hostel facilities. To make it a true learning centre and attract best talent, the government has recommended residential facilities, with Internet facilities, for all students and teachers.

A sub-group headed by former education secretary BS Baswan has recommended a flexible recruitment policy for the campus and complete employment opportunities for students.

The report submitted in December 2006 entails that teachers would get salary higher than the government pay scales, extra honorarium for research projects and opportunities for visiting foreign universities, in a bid to attract best teaching talent. The group has also recommended that the new knowledge centre should have tie-ups with foreign universities to hire faculty of Indian origin on semesters basis.

For students, the group had recommended better interaction with industry with emphasis on future employment avenues.

NEW DELHI: The possibilities of a 1% cess on higher education appears to be losing support as the finance ministry is more in favour of using revenue buoyancy to meet additional demand.

Sources say the allocation for higher education in the forthcoming Budget is expected to be in the region of over Rs 6,500 crore. Of this, nearly 50% is expected to be allocated for the expansion of Indian Institutes of Technology (IIT), National Institutes of Technology (NIT), Indian Institutes of Management (IIM), central universities and IT institutes.

At the heart of the speculation is how the finance ministry would provide for that extra Rs 2,400 crore that it has now allocated for higher education. Sources say a 1% higher education cess, either on all central taxes or on high-income groups, could have been the answer. If it is levied on all taxes, on the lines of the 2% education cess, it could yield as much as Rs 5,000 crore.

The question is whether in a year that has seen record tax collection and the Centre is flush with funds is a new cess on the tax-paying populace desirable? Experts say a dedicated cess for higher education may be the only way the sector would get the requisite funding, as was the case with Sarva Shiksha Abhiyan and mid-day meal programme. On the other hand, finance ministry sources indicate that a dedicated cess may not be the preferred way to finance the sector.

There is speculation that some of the money collected under the Prarambhik Shiksha Kosh — elementary education fund, into which the 2% education cess flows — could be diverted to higher education, given the high tax collection. However, diversion of funds could face roadblocks as taking funds away from elementary education may be viewed as a violation of the promises made in the common minimum programme.

The HRD ministry would have liked an even higher allocation given that it has plans for new IITs and IIITs in every state, and new Indian Institutions of Science Education & Research (IISER). However, for the expansion programme mandated by the Moily Committee, the Rs 3,000-odd crore that has been allocated will suffice. It would seem that the absorptive capacity of the institutions will not permit utilisation of more funds in the first year.

As many as six schools of drama would come up in various parts of the country in next five years similar to the National School of Drama (NSD), Director of NSD Devendra Raj Ankur said on Wednesday. He was attending the ongoing State-level drama festival being held here at Rabindra Mandap here.

The NSD has been able to provide education to only 20 students per year in the country and there is a huge demand for making its academic programme available for the aspiring artistes, he said, adding that the new schools would be a major achievement in that direction.

The NSD has been running an extension programme for the benefit of theatre enthusiasts across regions and languages by conducting theatre workshops of various kinds, he said. Subjects like acting, movement, light, makeup, theatre history and literature would be taught at these workshops, he added.

The new schools would have a comprehensive three-year diploma course in dramatic arts with specialisation available in direction, acting and stagecraft as being offered by the premier institute of the country.

It may be noted that the diploma in dramatic arts was recognised by the Government for recruitment to services under the Central Government where specialisation in the field was required while the diploma in dramatics from NSD was equivalent to any post-graduate degree and makes one eligible for PhD programmes.

The land identified for this university is in Naraj and there is a speculation that the same land is also the top choice of DAE for NISER. NEW DELHI: Soon, you may soon see a few universities on the lines of Oxfords or Harvards in India in the coming years.

Ten universities across the country will get a world-class makeover in terms of laboratories, libraries and other facilities if the proposal made by the Indian Academy of Sciences (IAS) and Indian National Science Academy (INSA) gets approved by the Planning Commission in the 11th Five Year plan. A sum of Rs 200 crores will be released to each one of them for the makeover.

The plan proposed that the Ministry of Human Resources Development (MHRD) or University Grants Commission (UGC) will invite applications from universities for the scheme.

Later, they will be inspected by experts before the final selection of 10 universities are made for the makeover. And Delhi University (DU) will not be far behind in the race.

"If the plan gets a nod, then we will also bid for it," said DU vice-chancellor Deepak Pental, who was also the member of the committee who prepared the plan. The committee was headed by INSA president R A Mashelkar and IAS president T V Ramakrishnan.

Research will be buzzword in these universities. The report stated that there will be a substantial increase in the recurring expenditure of these universities to maintain the laboratories, instrumentation and computational facilities and databases.

It also said that recurring expenditure on bandwidth, journals and laboratories will have to be increased three to four times over current values and each science department within these universities will require an annual grant of Rs 10 lakh for proper laboratory training of students.

However, to be selected among the top 10, universities should conduct programmes at both undergraduate and postgraduate level and conduct research programmes of the highest standard.

The report also stated that these universities should have an uninterrupted waste and electric supply, waste disposal system and proper computational, internet and library facilities.

In a separate head, the committee has also proposed that special financial assistance should also be provided to at least one university in each state to make it on par with the best central universities in terms of academic standards.

It stated that "each grant of Rs 50 crore may be provided to each university with the stipulation that most of the expenditure should be on teaching, learning and research related activities rather on construction of buildings. And these universities must also strengthen the undergraduate education and be brought on par with central universities."

NEW DELHI: India will need 1,500 universities to attain a gross enrolment ratio of at least 15 per cent by 2015. This is a key observation made by the National Knowledge Commission (NKC) in its note to the Prime Minister on higher education.

Stating that opportunities for higher education "are simply not enough in relation to our needs," the NKC has called for a massive expansion of opportunities.

As of today, there are about 350 universities. "This number is simply not enough with reference to our needs in higher education or in comparison with China, which authorised the creation of 1,250 new universities in the last three years," the commission has noted. It pointed out that only seven per cent of the population in the 18-24 age group has access to higher education.

While the focus should be on setting up new universities, some clusters of affiliated colleges could be turned into universities, a move that will require changes in the regulatory mechanism. For this, the NKC has suggested creation of an Independent Regulatory Authority for Higher Education.

At the same time, it says, some universities are much too large for ensuring academic standards and good governance. "We need to create more appropriately scaled and more nimble universities. The moral of the story is that we need not only a much larger number of universities ... but also smaller universities which are responsive to change and easier to manage."

Stating that public and private sources should be tapped for funding, the NKC contends that government support for higher education should increase to at least 1.5 per cent of the Gross Domestic Product.

As this will not suffice for the massive expansion in higher education, the NKC has suggested that norms and parameters be drawn up to allow universities to use their land as a source of finance.

The NKC has recommended a more rational fee structure. "As a norm, fees should meet at least 20 per cent of the total expenditure in universities."

Needy students should be given fee waiver plus scholarships, but the UGC should not penalise universities for the resources they raised from higher fees with matching deductions from their grants-in-aid.

NEW DELHI: Even as the National Knowledge Commission suggests a five-fold expansion of the higher education system, it has argued for creating ‘completely new institutions that operate unconstrained by the current institutional and regulatory framework’. The Commission has recommended setting up of 50 national universities that can provide education of the highest standard.

As examplars for the rest of the nation, these universities shall train students in a variety of disciplines. The Commission has suggested setting up 10 national universities over the next three years.

Not all 50 of the proposed national universities need be new universities. Some of the exisiting universities could be converted into national universities after a rigorous process of selection “to act as examplars”.

Faculty for these universities should not present a problem. The Commission is of the view that these universities or ‘centres of academic excellence’ will have no trouble attracting talent from among those who choose other professions in India or the academic profession outside India.

The Commission has suggested that these universities will need significant initial financial support from the government. Taking a cue from the land grant universities in the US, the NKC has suggested that that “each university may be endowed with substantial allocation of public land, in excess of its spatial requirements.

The excess land can be subsequent source of income generation.” The Commission has recommended making exceptions to tax laws to encourage large endowments. These universities would have the autonomy to set fee levels and tap other sources for funds.

On admissions, NKC has recommended a needs blind policy. The university would be structured through the system of credits for both undergraduate and graduate education. The National Universities will not have any affiliated colleges. Strong linkages between teaching and research, universities and industry, and universities and research laboratories would have to be forged at the national universities.

Outstation students are making a beeline for further education in the city. And the reasons are low cost of living, safety and the presence of niche institutions.

The recent announcement of an Indian Institute of Technology (IIT) to be set up in the state, promises much more than just one more engineering college.

It means a step ahead for the state, which is emerging as an educational hub, not only for the quality of education, but also for other related factors like low cost of living, multilingual culture and safety. Dr MD Christopher, secretary, AP State Council for Higher Education says, “The boom in the service industry in the city has overshadowed it’s image of an educational destination. But many educational institutions like ISB, NIFT, NALSAR, IIIT, National Academy of Construction (NAC) and universities like HCU, OU and CIEFEL have been attracting students from different states.”

Vice Chancellor of NALSAR, Ranvir Singh feels that the presence of specialised centres of higher education like ISB, IIIT, NIFT and NAC are obvious attractors of students from other states, because there are very few such centres in the country. Besides, many educational institutions offer an all-round package that is both affordable and of high quality. “Other factors like safety, low cost of living and a multilingual population also make students opt to study in Hyderabad,” says Singh.

When Pragyan Parimita Barik from Orissa couldn’t get through a masters programme in Sociology at JNU, Delhi, her second preference was the Hyderabad Central University. “That’s because it’s safer for women, compared to cities like Delhi and Bangalore. I can go out on my own even in the night,” adds Pragyan. “Be it late night partying in pubs, window-shopping in malls or chilling out in multiplexes, the recreation options in the city are also many. Thanks to the moderate cost of living, we can save money for recreation,” feels Meenaxi Narang from Delhi, who is currently studying at NIFT.

And it’s not just the tag of ‘safe and fun city’ that is luring the students from various parts of the country. Even in terms of jobs, it’s a win-win situation for students and employers. Professor D Venkat Rao, head of the centre for cultural studies at CIEFEL, says, “Many students from different states come to study and take up jobs here. This adds to the quality to the state’s manpower,” says Rao. And it’s also convenient for companies to organise campus interviews here. It helps students who get greater visibility than their counterparts from colleges in other states. “Companies visit outstation campuses if there is a lack of talent pool in their own state.

They also seek outstation students to create a cosmopolitan workforce with perspectives from different regions. As many universities and colleges in the city offer a cosmopolitan crowd, companies prefer visiting them before going to outstation colleges,” informs Sreedhar T, chairman, executive recruiters’ association. According to him, majority of the outstation workforce in the city come from Tamil Nadu, Orissa, West Bengal, Maharashtra. Though Tamil Nadu is an educational hub, but it doesn’t have as many employment opportunities as Hyderabad, he points out.

NEW DELHI: Kerala topped the list of states in terms of literacy, while the rural areas of Bihar had the worst literacy rate of 50 per cent of the people in the age group of 5-29 years have not gone to any educational institution.

According to a recent survey of the National Sample Survey Organisation (NSSO), the literacy rate in India during 2004-05 was 64 per cent, with Kerala topping the list among the states with 83 per cent of its rural population and 85 per cent of its urban residents literate.

Bihar's rural areas had the lowest literacy rate -- 44 per cent, while the urban literacy rate was lowest in Rajasthan at 64 per cent.

The survey found that only about 50 of the people in the age group of 5-29 were currently attending any educational institution. They included 53 per cent males and 46 per cent females.

Among the states, the attendance rate was highest (60 per cent) in Haryana and lowest (42 per cent) in Orissa. While 63 per cent of all these students were in government institutions, about 17 per cent of students were studying in private unaided institutions and 14 per cent were attached to private aided institutes.

A meagre six per cent them were attending the local body institutions, the survey on 'Status of Education and Vocational Training in India -- 2004-05' said.

Majority of males, who were away from education, attributed the reason to "to supplement household income". Similarly girls cited the reason to attend "domestic chores", the survey found.

In the age group of 15-29 years, about two per cent reported to have received formal vocational training and another eight per cent reported to have received non-formal vocational training.

In 26 per cent of the households in the rural areas and eight per cent of the households in urban areas, there was not a single member in the age of 15 years and above who could read and write a simple message with understanding, the survey said.

About 50 per cent of rural households and about 20 per cent of urban had no literate among the female members of age 15 years and above, it said.

President APJ Abdul Kalam on Wednesday laid the foundation stone of the International Institute of Information Technology (IIIT) at Gothapatna here.

Speaking on the occasion, he said that like Bangalore and Hyderabad, Bhubaneswar has the potential to develop into an international quality IT hub and attract blue chip companies in the IT field. The proposed institute would be a unique facility and lead to a convergence of technology.

The President, addressing the students present on the occasion, advised them to be good citizens. Chief Minister Naveen Patnaik said it would be named as the knowledge city.

The proposed institute on a area of 25 acres is being jointly developed by the State Government and the IT industry at a cost of Rs 16 crore, of which Rs 10 crores will be provided by the State Government.

My greetings to the Chairman and Members of the Governing Body of the institute, dean of Centre for Information Technology Education, scientists, technologists and distinguished guests. The Information Technology is the core competence of India. Within the next five years there will be a requirement of over one million candidates for IT, ITES and BPOs sector in the country. Launching of IT education program through IIIT is an important step by the Government of Orissa for participating in this growth area.

India is well on its way to become a knowledge power, there are all round growth in all sectors of the economy namely the agriculture, manufacturing and services. BHUBANESWAR: A new chapter will be added to the education scenario in the State on Wednesday with President A P J Abdul Kalam laying the foundation stone of International Institute of Information Technology (IIIT), Bhubaneswar.

With this the city will join the league of selected few cities in the country to boast of an IIIT. The objective of the centre would be to carry out advanced research and technology development in information technologies and their societal, industrial and financial applications.

It will offer programmes at the post-graduate level. There will be 90 seats for the M.Tech programme and 25 PhD seats.

The Industrial Development Corporation of Orissa has allotted 24 acres of land near Khandagiri at Gothapatna for the development of the centre. The State Government has earmarked Rs 10 crore for its establishment, of which Rs 5 crore has already been sanctioned.

Making a statement in the Assembly on Tuesday, Chief Minister Naveen Patnaik said that the institute would be modelled after similar institutions in Hyderabad and Bangalore.

Naveen said that close to the institute�s site on the available government land, an information technology park will be set up to facilitate interaction between industry and the academia. The State Government will also take necessary steps to provide supporting infrastructure like improvement of road, water supply and electricity for this complex to be named the Knowledge city, he said.

IIIT, Bhubaneswar, will be a perfect example of a successful public-private partnership. Several software houses, which have a presence in the city like Infosys, Satyam, Tata Consultancy Services and upcoming firms like Mindtree Consultancy and Wipro will hold stake in the institute.

IT Director Vishal Dev said their active participation would also solve the problem of engaging qualified faculty. IIITs are not only known for the quality of the students, but also for the highly qualified faculty members. IIIT also seeks to closely work with industry leaders and help them in undertaking programmes needed in their sectors.

The institute will initially function under the aegis of the Biju Patnaik University of Technology (BPUT), but will subsequently be converted into a deemed university. IIITs of Hyderabad, Bangalore and Kolkata already enjoy deemed university status.

That since 59 years of our Independence Orissa has been neglected to get an Institute of National importance. Higher education like IIT, IIM or Central University. Our demands have been turned down by an pretext which is unfortunate.
That, the University College of Engineering, Burla, set up in 1956 just after 2 years of establishment of IIT, kharagpur, which has proved it's allround efficiency to produce eminent technocrats, serving in the country and outside, has not been considered to be an IIT inspite of the request of our CM.
That, recently the Anand Krishnan Committee, appointed by the HRD Ministry of Govt. of India has recomended for upgrading 5 Engineering colleges of States like one in West Bengal( having IIT, IIM and centrally University), one in UP( having IIT, IIM and Central University), two in AP( having central University) and one in Kerala( having an IIM at Kazikote). This has not considered the case of UCE, Burla for even to be an IIEST having all infrastructureal facilities and fulfils all the criteria, fixed by the said committee for the same.
That, the concerted efforts of leaders, irrespective of parties, have brought achivements for us in the form of NISER and the people of Orissa want the repeatation in the assembly where the intelligent leaders find way for development of the State.
Therefore, we on behalf of the people of Orissa request your honor to be kind enough to have a deliberation on the issue to have an all-party resolution for a full-fledged IIT in the state and to make necessary resolution for declaring UCE, burla the Deemed university to opave the way for making it the IIEST of the State.

President of India APJ Abdul Kalam is going to lay the foundation stone of the proposed 25-acre campus of the institute on November 29.

To cater to the booming IT industry and to meet the quality faculty requirement in the IT disciplines of engineering colleges an institution of this genre is a must to nurture academic research in cutting-edge technologies and industry sponsored research programme, said sources.

The IIIT would come up as a world class institute with a vision to contribute to the IT world by focusing on education and research, entrepreneurship and innovation, said sources.

The Institute will be run as a registered not-for-profit society funded jointly by the Government of Orissa and the IT industry, said sources.

HAVING got a green signal from the parliamentary panel on education, the Centre is readying the final draft of a proposedlegislationwhichwill empower the National Institutes of Technology — formerly known as Regional engineering colleges — to the level of IITs.

The National Institutes of Technology Bill 2006, referred to the Parliamentary Standing Committee of the Human Resource Development (HRD) ministry early this year, will be introduced in the Winter Sessionforpassage,HRDsources toldTheIndianExpresstoday. The report of the Standing Committee was tabled in the Parliament today.

The proposed legislation is expected to help NITs — there are 17 in all — to become “centres of excellence”, especiallyintermsofpost-graduate technical education and research. The Bill will also provide academic, administrative and financial autonomy to these institutes, similar to the seven IITs in the country.

The parliamentary panel, headedbyCongress’Janardan Dwivedi,hadproposedthatall NITs be brought under the Institutes of Technology Act (whichgovernsallIITs)butthe HRDministryhadrepliedthat there were differences between the two categories of technical institutes — while IITs had a specialised highlevel entrance exam, NITs have a region or state-specific focus. The panel, in its report, concluded:“Itbelievesthatthe NITs will develop and grow faster separately than with the IITs.” The panel, in its report, hasalsosuggestedabiggerrole for the state governments in the functioning of the NITs.

HRD officials said the Bill was being given final touches and the ministry would carry out the amendments before it reintroduced the bill in the Winter Session.

BHUBANESWAR: President APJ Abdul Kalam’s visit to Orissa later this month will witness a last minute change. Instead of confining his trip just to Chandipur, the President will attend a couple of functions in the City on November 29.

Kalam would lay a foundation stone for the Indian Institute of Information Technology (IIIT) here and attend a function at Kalinga Institute of Social Sciences, sources said. As per the earlier programme, Kalam was to reach Bhubaneswar on November 28, fly to Chandipur straightaway. After attending the functions at Interim Test Range (ITR), he was to return to New Delhi via Bhubaneswar.

A preparatory meeting chaired by Development Commissioner RN Bohidar was held here on Thursday. Home Secretary TK Mishra and Director-General of Police Amarananda Pattanayak were present.

BHUBANESWAR: Industries apart, Orissa, it seems, is also fast emerging as an attractive destination for setting up private universities. The latest in the fray being spiritual guru Sri Sri Ravi Shankar.

The founder of the Art of Living Foundation (ALF) has evinced keen interest to set up a university which will not only teach Science, Arts and Commerce, but also impart programmes on performing arts and spiritualism.

Sri Sri Ravi Shankar is likely to sign an MoU with the State Government in this connection during his visit to the State next month.

The details of the project and its location would, however, be finalised later. Talking to mediapersons here on Wednesday, ALF member Debjoyti Mohanty said Sri Sri Ravi Shankar had a special relationship with Orissa and its people.

That he is truly committed to the well-being of the people is also reflected by his decision to set up a vedic school at Puri and holding the golden jubilee celebration of the ALF, Eastern region, at Bhubaneswar, he stated.

The golden jubilee celebration will kick off on December 10 at Janata Maidan here. The guru will hold satsangs and interact with his followers.

Tickets can be purchased from the Bharat Petroleum outlets in the City.

They have been priced at Rs 500. Eminent artistes from the State and outside are also expected to perform at the celebration, Mohanty informed.

NEW DELHI: In what could be a major boost to aspiring architects and those keen to pursue pure sciences, Planning Commission has given in-principle agreement for two more schools of planning and architecture and an equal number of Indian Institutes of Science Education and Research(IISER).

The plan panel's move would also come as a relief to those fearing that OBC reservation would limit opportunities for general category students. While giving the green signal for more SPAs and IISERs, Planning Commission rejected the HRD ministry’s proposal to set up 20 Indian Institutes of Information Technology (IIITs) in the 11th Plan. The panel reasoned that such initiatives should come through public-private partnership.

In case of SPA also, the ministry had proposed four more institutes but the panel felt two would be enough in the next plan. However, the commission agreed with HRD ministry's demand for two more IISERs. Two IISERs are already functioning in Pune and Kolkata and a third is coming up near Chandigarh.

The two new IISERs will come up in central and south India. Locations have not yet been decided. "This will ensure that five IISERs are in place by the next plan. It will encourage science education and in the long run, will make up for the shortfall of qualified teachers for IITs and other engineering colleges," an official said.

Despite various welfare schemes and reservation for tribals, literacy record of Orissa's tribal and other backward classes is at best dismal. As per the recently released National Sample Survey Organisation (NSSO) report on a 2004-2005 study of the employment, unemployment situation among the various social groups in the country, Orissa stands seventh in the list of the major States with the most number of illiterates per thousand in Scheduled Caste category of both rural and urban population combined. It has 493 illiterates in every 1,000 persons compared to only 156 in Kerala and 134 in Manipur. Even for neighbouring West Bengal the figures are much lower at 414.

Besides, the State has only 21 graduates and post graduate SCs of every 1,000 persons making it the 11th State in the list compared to 50 in Maharashtra and 34/1,000 even in neighbouring Chhattisgarh.

When it comes to the statistics of the Scheduled Tribes, Orissa is the fourth from below, preceded only by Andhra Pradesh, Madhya Pradesh and Rajasthan. It has 672/1,000 illiterates among the tribals, which means more than 67 per cent of the tribals are illiterates and this includes urban tribals as well.

If rural tribals are considered independently, the figures will be alarming. No doubt when it comes to tribal graduates and post graduates, Orissa has the lowest figures after Madhya Pradesh with only eight tribals per 1,000 reaching that level while it is four for MP. Compared to this even Bihar has 59/1000 STs getting higher education.

When it comes to OBCs, the State fares no better. With 330/1,000 it ranks within the top 15 States with high prevalence of illiteracy. The figures are 93 for Kerala while neighbouring W Bengal has 233 illiterates in this category.

However when it comes to OBC graduates an above, Orissa has a face saver with respectable figures of 41/1,000. Only Tamil Nadu, Bengal and Maharashtra are above Orissa with figures reaching 62, 48 and 46 respectively.

In general category Orissa has only 22 per cent of illiterates, where it betters than even the national average of 24 per cent. For AP the percentage is above 33 while Karnataka has more than 25 per cent illiterates in this class.

Orissa's figures, however, dip again when it comes to higher education among the general category. It ranks a dismal 15 among the major States with only 99/1,000 getting higher education of graduate and post graduate level, compared to the national average of 111. Even neighbouring Chhattisgarh boasts of 184/1,000 and Jharkhand figures well above Orissa at 151.

Huge hiatus between tribal and OBC education and the general class prevails in the State which makes it imperative for the Government both at the Centre and the State to take steps to bridge the gap. In no State the figures are fraught with such huge discrepancy. While the general class has 22 per cent illiterates it is nearly 50 per cent for the SC population and a whopping 67 per cent for the STs in the State.

It is high time the Government realised that education is one of the strongest weapons to dissuade the innocent tribals away from the lure of the Maoists who are constantly making forays into the peace of the State. Spread of education in the tribal belts could be a big blow for the Maoists in making further inroads by cashing in the ignorance of the poor tribals.

BHUBANESWAR: C V Raman College of Engineering, one of the oldest technical institutes in the city, will seek deemed university status.

Concerned over the inevitable competition from the entry of foreign universities in the state in the coming years, Chairman of the institute Sanjiv Rout said the deemed university status would give it a free hand and flexibility to face challenges.

‘‘We will have autonomy in reforming our course curriculum, increase quality of education, introduce new programmes and think of far-reaching initiatives which can keep us in the forefront of the changing realities,’’ he said.

Currently on a major expansion drive, the college has firmed up plans to introduce sought after subjects like PG programme in computer science, M Tech in Telecommunication and MBA from the coming academic session. The deemed university status would also be bestowed by then, he said.

‘‘We were also toying with the idea of introducing emerging courses having immense job potential, but we decided to wait for some more time as the awareness level was yet to pick up,’’ he observed. However, going by the exponential growth in the tourism industry, he said, tourism management programme will be imparted soon in collaboration with a foreign institute.

Its diploma institute is also set for a new beginning. The management has sought to convert it into a centre of excellence and has urged the Union Government to include it in its list of the possible institutes, which it proposes to convert into world class centres.

Today corporate India is increasingly looking at diploma holders to manage jobs of degree holders who are running after IT firms sacrificing there core disciplines. Therefore, raising standard of diploma holders has become inevitable, the chairman said. He said plans are afoot to open five such centres in the State including one at Duburi.

The college’s ambitious communication lab, for grooming and developing students soft skills, is also set to start operation soon.

While the British Council in Kolkata has extended its expertise, IIT Kharagpur is providing the technical inputs. In the coming years, Rout concluded, students of other institutes can also enrol here.

Govt. to set up IIT-style petro institute in UP

NEW DELHI -- In order to train professionals for the entire hydrocarbon value chain, including upstream and downstream and to meet the manpower requirement in petroleum sector in future, the central government has decided to establish a IIT-like petro institute exclusively in Uttar Pradesh’s Peeparpur area.

The area which falls under Sultanpur district, would see an investment of Rs. 860 crore in the next 10 year. The Proposed institute would be named as Rajiv Gandhi Institute of Petroleum Technology (RPIT).

According to Petroleum Minsitry, out of the total Rs. 860 crore earmarked for the project, Rs 150 crore will come from Oil Industry Development Board (OIDB), basically for capital expenditure. Companies like ONGC, IOC, BPCL, HPCL and Gail will jointly contribute Rs. 250 crore for the institute. However, Rs. 45 crore under the head will come as fees and other earnings of the institute. The balance of Rs. 416 crore for capital expenditure will be met through budgetary support.

The government in a later stage is also planning to rope in private oil companies such as Reliance, Essar and Cairn Energy.

According to sources, the government would soon introduce a Bill in Parliament to give institute the status of national importance. The institute would be one of the new schemes in 11th five-year plan. An in-principle approval has also already been granted by Planning Commission.

“The government sees massive manpower requirement by the sector in future. Additional workforce required by the hydrocarbon sector is expected to be 12,000 in 2010 and 23,000 in 2015, and the existing institutes are not equipped to meet the demand. The government considered capacity enhancement of select institutions such as Indian School of Mines and IITs, but these institutions are not exclusive in nature”, an official said.

The proposal of the institute has already drawn the support of the department of science & technology, ministry of human resource development, department of public enterprises and ministry of law & justice.

The Minister of Human Resource Development, Shri Arjun Singh, has urged Chief Ministers of 12 large States to initiate urgent policies and programmes so that the intake capacity in technical education institutions in relation to the State’s population comes on par with the national average, and their youth are “able to adequately benefit from the opportunities which are becoming available due to our fast-growing economy”.

A review of availability of seats in degree and diploma-level technical education courses, per lakh population, revealed that while for the country as a whole, 68 degree and 31 diploma-level seats were available in technical education institutions per one lakh population, both these figures were way below the national average in 9 major States. These States and the number of degree and diploma-level seats available in them per one lakh population are: Bihar (3 and 4), Assam (4 and 6), Jharkhand (15 and 10), West Bengal (24 and 11), Himachal Pradesh (26 and 13), Chhattisgarh (28 and 13), Uttar Pradesh (36 and 7), Rajasthan (38 and 6), and Orissa (55 and 26).

Besides, in Jammu & Kashmir and Gujarat, number of degree-level seats per lakh population is only 21 and 39, respectively, while in Madhya Pradesh, this figure for diploma-level seats is only 19.

Among the corrective steps suggested by Shri Arjun Singh to the Chief Ministers to address the deficiencies are:

Establishment of new institutions, especially in backward areas,
Expansion of intake in existing institutions,
Opening new branches and courses, especially in emerging areas,
Grant of incentives for establishment of bona-fide non-government institutions of good quality and non commercial nature,
Programme of quality improvement of technical education, and
Improvement and expansion of secondary education

The Ministry has also advised the All India Council of Technical Education to take special steps to promote expansion of Technical Education in these 12 large States.

How can it be?

The Moily committee was established to figure out ways to implement
additional reservations for OBC categories in various centrally
funded institutions across India in such a way that the number of
seats currently available for the general category students does not
diminish.

The Moily committee has come up with a road map of extending the
capacity of the various centrally funded educational institutions
by 54%. For the existing institutions it gives an estimate of
additional expenditure so that these institutions can increase
their intake by 54% without affecting their quality parameters
such as student-teacher ratio.

The pages 84-86 of the Moily committee report – available in the
planning commission web site – lists the various centrally funded
institutions under its purview and estimated expenditure for those
institutions. We used that data to see how much the Moily committee
recommends spending in various states of India. In this we focused
on the HRD ministry funded institutions and did not consider the
medical and the agricultural institutions as they are funded by
other ministries. Moreover the existing inequity in medical spending
is being corrected through the establishment of 6 new AIIMS-like
institutions and upgradation of several existing institutions.

We found that the committee recommends spending Rs. 97.94 per person
across India. Among the states, the expenditure per person is
highest in Delhi (Rs. 1685.64) followed by Uttaranchal (Rs.
585.16), Tripura (Rs. 158.72), Himachal Pradesh (Rs. 128.3), Assam
(Rs. 127.52), Meghalaya (Rs. 122.92), West Bengal (Rs. 122.09),
Jharkhand (Rs. 117.48), UP (Rs. 110.99), Manipur (Rs. 109.43) and
Mizoram (Rs. 98.29). On the bottom end Arunachal Pradesh, Goa and
Sikkim have zero estimated expenditure, followed by Bihar (Rs.
13.13), Andhra Pradesh (Rs. 24.46), Rajasthan (Rs. 25.08), Gujarat
(Rs. 30.82), Orissa (Rs. 33.59), Kerala (Rs. 49.24), Madhya Pradesh
(Rs. 49.35), Maharashtra (Rs. 59.67), Haryana (Rs. 62.84),
Chhatisgarh (Rs. 70.51), Nagaland (Rs. 70.86), Punjab (Rs. 81.06),
Karnataka (Rs. 91.96), Tamil Nadu (Rs. 97.36) and Jammu & Kashmir
(Rs. 97.76). The spreadsheet that calculates these numbers is
available at http://www.equitableindia.org.

The above numbers are additional expenditure estimate in lieu of the 54%
increase in seats and do not include the regular expenditure. The
regular expenditures are not easily available as in the Indian
budget the expenditure for all IITs are given as a single number,
and the same is true with respect to the IIMs, the NITs, and the
central universities. Nevertheless, the above numbers give a good
idea of the later numbers.

In the past, news items such as Chetan Chauhan's November 4th
article in Hindustan Times gave some partial information of inequity
in state wise higher education funding and its impact. In that
article he says: "as many as 20 per cent of urban youth are enrolled
in colleges as compared to just 7.9 per cent in rural India. Orissa,
which gets dismal allocation for higher education from the Centre,
has only 4.1 per cent rural youth enrolled. Similar pattern is
observed in Bihar, Chhattisgarh, Jharkhand and Rajasthan. The
exceptions are the north-eastern states, where most universities are
funded by the Central Government, with overall higher education
enrolment figure close to 40 per cent." Using the Moily committee
numbers, for the first time an average citizen can get a clear idea
on how India has discriminated and continues to discriminate among
its states with respect to HRD spending on centrally funded
institutions. Thus, unless balancing mechanisms are used the Moily
committee recommendation further worsens the existing inequity.

Fortunately, there have been second hand indications that the HRD
ministry may take some balancing actions. In particular, three IITs
have proposed branch campuses with the aim to make them full-fledged
IITs with similar number of students within a few years: Besides a
proposal for a research campus in Kolkata, IIT Kharagpur has
proposed a branch campus in Bhubaneswar, Orissa; IIT Madras has
proposed a branch campus in Kerala; and IIT Bombay has proposed a
branch campus in Gandhinagar, Gujarat. We sincerely hope that the
HRD ministry formally approves and announces these initiatives at
the earliest so that subsequent approval of the Moily committee
recommendations will not be seen as worsening the inequitable
distribution of HRD money in centrally funded institutions. In
addition similar initiatives must be made with respect to Bihar,
Andhra Pradesh and Rajasthan, the other three big states at the
bottom of the HRD spending figure. The established IIMs, many of
which are having difficulty in finding adjoining space for
expansion, should follow the lead of IIT Kharagpur, Madras and
Bombay and consider establishing branch campuses in other states.
Finally, we hope that the planning commission and the HRD ministry
will notice the correlation and causal connection between the higher
education enrollment figure of close to 40 percent in the north east
states and the fact that most universities in those states are
centrally funded, and adopt a similar approach to the backward and
super backward districts of India. In particular, they should plan
the establishment of multi-campus (a la Delhi University and
Allahabad University) distributed central universities in backward
district clusters of India.

Kolkata, Nov. 7 (PTI): West Bengal, fast emerging as an IT destination, has received the Centre's nod for the setting up of an Indian Institute of Information Technology (IIIT) and an university in North Bengal in the 11th Plan period, Chief Minister Buddhadeb Bhattacharjee said today.

"I wrote to HRD Minister Arjun Singh that we need an IIIT in the state besides a new university in north Bengal. He assured me that necessary funds would be made available under the 11th Plan," he said while inaugurating the second campus here of the Indian Institute of Technology-Kharagpur.

The Centre has funded the National Institute of Science Education and Research, the second after Bangalore, now operating in the city, while Anil Ambani of Reliance has agreed to set up an institute of communication technology in Kalyani near here, Bhattacharjee said.

Noting that his government is already taking help from IIT-Kharagpur in framing a programme for economic development of the backward districts of Bankura, Purulia and West Midnapore, Bhattacharjee said he wanted the IIT to be a partner in development.

Pointing out that the state had problems of pollution, water management, river erosion and arsenic contamination of groundwater, he urged scientific institutions to take the fruits of research to the people.

"During my meeting with Planning Commission Deputy Chairman Montek Singh Ahluwalia to discuss the 11th Plan proposals, I told him there was a need to not only improve indigenous technology, but also improve research and development," he said.

NSSO study shows widening urban-rural gap

The latest National Sample Survey Organisation (NSSO) findings put the gross enrolment ratio in higher education at just 11.4 per cent as against University Grants Commission claim of 13 per cent.

The NSSO clearly demonstrates a widening urban-rural gap in education, girl child and weaker sections not reaching the highest level of competitive education and dramatic fall in classroom attendance as students reach higher level of education.

With higher education infrastructure growing mostly in urban areas, as many as 20 per cent of urban youth are enrolled in colleges as compared to just 7.9 per cent in rural India. Orissa, which gets dismal allocation for higher education from the Centre, has only 4.1 per cent rural youth enrolled. Similar pattern is observed in Bihar, Chhattisgarh, Jharkhand and Rajasthan. The exception are the north-eastern states, where most universities are funded by the Central Government, with overall higher education enrolment figure close to 40 per cent.

The debate over reservation to socially weaker sections in admission in higher educational institutions gets an interesting backing from the report findings. The study says the forward castes are much ahead of SCs/STs and OBCs when it comes to enrolment in colleges. As compared to just 8.2 per cent for SC, 8.9 per cent for STs and 9.5 per cent for OBCs, the enrolment figure for forward castes is about 17 per cent. However, their enrolment at primary level is comparative with forward castes.

The social bias against the girl child is clearly evident from the NSSO findings. Though 79 per cent of the girl population enrol in schools only 7.7 per cent reach higher educational institutions. The enrolment rate of boys in colleges is almost double than that of girls even though the difference in admission between the two at primary level is just five per cent.

If the girl is born in the weaker section, reaching higher education becomes even more difficult. Only 4.9 per cent Scheduled Caste girls reach higher education, with girls in Other Backward Classes slightly better with 5.8 and as high as seven per cent in Scheduled Tribes. But among forward castes, the number of girls taking admission in colleges is as high as 13 per cent.

Earlier this week, UGC chairman SK Thorat at an ASSOCHAM seminar on higher education had called private participation to bridge these disparities.

LUCKNOW: As a 'brand' Lucknow would be — "a knowledge hub". It is the vision statement of the state government, which has gone into an overdrive to prepare detailed project reports (DPRs). These DPRs have to be submitted to the Central government within a fortnight to avail funds under the Jawaharlal Nehru Urban Renewable Mission (JNURM).

The development comes at a time when Centre has cleared Lucknow's City Development Plan (CDP). Secretary, urban development, SP Singh said that the mission of the state government would be to make the city "most sought after liveable city in the country".

The vision, officials reasoned, seeks to lay a base for better civic amenities which would then act as a launching pad for positioning the city as a 'knowledge hub'.

Currently, the city boasts of some of the top schools, 11 engineering colleges, six medical colleges, including the Sanjay Gandhi Post-Graduate Institute of Medical Sciences (SGPGIMS) and King George's Medical University. Besides, there are 20 business schools, including Indian Institute of Management (IIM). The Indian Institute of Technology (IIT), Kanpur too being an hour's drive away.

In terms of research and development (R&D) laboratories there are 10 Council for Scientific and Industrial Research (CSIR) labs, various research institutes and a Bio-Technology Park. The city is also host to an international airport, 24 daily domestic and international flights, besides nine ultra-modern shopping malls of which two have already come up.

However, Singh said, all projects pertaining to better civic amenities would have to be completed in a time-bound manner, otherwise the city would miss the bus to development.

The Lucknow Management Association (LMA), one of the essential part of the state government think tank, is also jubilant over the development. The association has recently made a presentation before top government officials. It was this presentation which apparently became the vision statement.

Chapter – 1 PREAMBLE …

The Six AIIMS like Apex Healthcare Institutes are state-of-the-art multi-speciality / Super-speciality facilities with captive hospital of 850 beds, medical college with an annual intake of 100 undergraduate and P.G / Post Doctoral courses in various speciality / super-speciality disciplines as per Medical Council of India norms, attendant requisite infrastructure, hostels and housing complexes.

The built up area of each institute will be approximately 1,10,000 sq. m. and the estimated cost for construction of each institute is Rs.200 crores (approx.) including all services & development works etc. The cost of Medical equipments/furniture has been estimated at Rs.108 crores (approx).

Chapter – 2 COMPETITION REGULATIONS…

Design Competition

2.1 Invitation

Ministry of Health & Family Welfare (MoHFW), Government of India has decided to hold a competition and invite Architects / Architectural Firms for providing a single prototype architectural concept and architectural design for setting up of Six Apex Healthcare Institutes in India. For this purpose MOHFW had invited global architects/architectural firms to submit Expression of Interests (EOI) for the prototype architectural concept & architectural design. The qualifying requirements for the same are as under:

Architects/Architectural firms shall be of repute with a demonstratable tract record of rendering architectural concept/design services for a project of the magnitude envisaged.
Architects/Architectural firms must have experience in design of state-of-art healthcare institutions incorporating relevant and latest emerging features in the healthcare field.
Architects/Architectural firms should have designed a minimum of two (2) integrated multi-speciality state-of-art hospital projects of 500-bed capacity or more commissioned during the last seven years.
Architects/Architectural firms that follow the eligibility criteria laid down by the Council of Architecture (India) are eligible to participate in the competition. The onus of the Architects/Architectural firm’s eligibility as per the Council of Architecture (India) guidelines shall rest with the firm itself.
Foreign Architects/Architectural firm shall have an Indian Associate.

Objective

The objective of the competition is to have a single prototype architectural concept and architectural designs. The selected single architectural concept and architectural designs shall be finalized to act as basic prototype for all the six institutes.

Eligibility

Firms short-listed by Ministry of Health & Family Welfare (MoHFW), Government of India based on the Expression of Interest (EOI) qualification norms and Terms & Conditions stipulated in the EOI, are eligible to participate in this competition. The term “Architect’ will mean any person who at the time of this application is registered with the Council of Architecture, India under the Architects Act, 1972. In the Expression of Interest (EOI) invited by MoHFW, it has been amply clarified that global firms have to be associated with the Indian Architectural firm. It shall be the responsibility of the firm/Consortia and in their interests to ensure that the firm/Consortia complies with the conditions laid down by the Council of Architecture, India for their eligibility for competing in a limited competition. If at any stage the information submitted is found to be incorrect, then MoHFW holds the right to reject / cancel any design submitted by the said firm for the purpose of the competition.

MOHFW is in the process of selecting a Project Consultant separately which is underway. Firms/Consortia of firms selected as Project Consultant will be ineligible for selection for architectural Concept/Design.

Approval of Conditions

This competition will be conducted in accordance with the architectural competition guidelines of the Council of Architecture, India which also apply in case of points, which have not been specifically covered by these conditions.

A copy of the competition conditions has been filed with the Council of Architecture, India.

Persons / Firms Ineligible

No member of the Board of Assessors shall take part either directly or indirectly in the competition nor be entrusted either directly or indirectly with the work connected with the design. No member or employee of the MoHFW or its associated Public sector Undertakings / Government bodies viz., Central Design Bureau, CPWD, HSCC etc. shall be eligible to compete or assist a competitor.

Emerging competition and Registration

The conditions for the competition including the registration are available to the pre-qualified architects/architectural firms free of cost from the office of Executive Director (PG-II); HSCC (India) Limited; E- 6 (A); Sector – 1; Noida- 201301 (U.P) or downloaded from http://www.hsccltd.co.in or http://www.mohfw.nic.in.

Board of Assessors/Jury

The Jury consisting of Board of Assessors has been constituted by Project Management Committee, Ministry of Health & Family Welfare, Government of India. The jury will advise on the conduct of the competition, adjudicate on the designs/specifications submitted and make necessary recommendations.

Participation prizes

The prizes would be awarded as under:

a. First prize - Rs.25,00,000.00

b. Second prize - Rs.10,00,000.00

c. Participatorymoney- Rs. 5,00,000.00

to other competitors

The Participation fee will be paid to only those participants who secure minimum marks set by jury.

Financial Bid

No financial bids are to be submitted. However, the client reserves the right to ask the 1^st prize winner to develop his design concept further. The extent of this work and the fees shall be mutually agreed to.

Anonymity

Anonymity will be strictly observed at all stages of the competition, by the competitors, the Board of Assessors/Jury, MoHFW, Government of India and by all those concerned with the competition.

Pre-competition Conference

A pre-competition conference will be held after two weeks of issue of competition Dossier at Nirman Bhawan, MoHFW, as per time schedule given in para 2.22. Answer to the queries of participants will be provided in this conference as far as possible. Participants can also send enquiries in advance to Executive Director, HSCC (I) Limited as per the time schedule stated in para 2.22. Explanatory memoranda dealing with the questions submitted will be dispatched to the concerned competitors within a week thereafter.

Instructions for submission of designs

PACKET-1: This should include all drawings/broad specifications accompanying documents, reports, photographs, time schedule, sketches, budgetary cost estimates and CD’s as detailed out in Chapter-5 with a six-digit identification number, which can be the competitors choice on the top right hand. No other symbol or motto should be placed on any part of the competition entry.

PACKET-2: Forms for joint venture agreement with signatures of lead members/or the lead member of the principal.

PACKET-3: This will contain packet –1 in a plain brown paper and sealed. It should bear the six digit identification number on top right hand corner of the packet.

PACKET- 4: All models if any, must be well packed separately in wooden boxes, properly sealed with the same six – digit identification number on the top right corner of each wooden boxes.

PACKET – 5: The identification form (enclosed as Annexure – A) will be signed by the competitors or joint competitors and enclosed in a sealed white envelope. Each competitor must be prepared to satisfy the Board of Assessors that he/she is the bona fide author of the design he/she has submitted. Competition proposals should be delivered by hand only at HSCC (I) Limited; E-6-A, Sector – 1, NOIDA – 201301 as per time schedule given in para 2.20.

Insurance of Competition Design

Each competitor is responsible for insuring his/her entry against loss, damage or non-delivery up to the time of its receipt by the department.

Judging Procedure

MOHFW will place a secretariat at the disposal of the Board of Assessor/Jury to minute their meetings and record their decisions.

Deliberations of the Board of Assessors/Jury will be secret. No member of the Board or technical Advisor or any staff of MOHFW, HSCC etc. may disclose any details of the competitions, deliberations or decisions. The decision of the Board of Assessors/Jury is final and binding on MOHFW and competitors.

The judging of the entries are likely to take place immediately after the submission.

MOHFW would announce the award of competition within a reasonable time after judging has been completed.

Disqualification

The board of assessors shall have the right to disqualify entries on account of the following reasons:

a). If received after the last date and time of submission.

b). If the competitor disregards any of the terms & conditions of the competition.

c). If the competitor attempts to influence any member of the Board of Assessors and/or discloses his/her identity.

The decision of the Board of Assessors in the mater of disqualification shall be final and binding on the competitor.

Termination of the Competition

Against all expectations entertained by MoHFW, Govt. of India if none of the participants could be declared by the Assessors as the winner of the competition, the competition will be regarded as null and void.

Announcement of Award and Exhibition

Since there are no separate prizes, the Jury may select one or more firms whose designs are found suitable & acceptable. The award of the Jury will be declared and communicated as soon as possible after the last date for accepting entries.

Returning of Entries

Within two month after closing of the exhibition, all entries except the designs awarded can be collected by the competitors from the department at their own cost within three months from the close of the exhibition. After that department will dispose off the entries at will.

Copy rights & Rights of Ownership

The MoHFW, Govt. of India retains all rights of ownership of the drawings/designs including the reports, models etc., of the selected designs as its property. Copy right of all designs including the designs winning the first will be that of the respective authors.

Settlement of Disputes

The decision of the Board of Assessors shall be final & binding on competitors. In the event of dispute not related to the judging procedure or the award of the Board of Assessors the settlement will be done by sole arbitration of MoHFW, Govt. of India or by the arbitrator appointed by them without recourse to the legal authorities.

MoHFW, GOI reserves the right to :

Postpone and/or extend the date of receipt of or to withdraw the competition notice without assigning any reason thereof, entirely at the discretion of the MoHFW. In such an event, consultants shall not be entitled to any compensation in any form whatsoever.

Reject or accept proposals; and

Cancel the competition process and reject all or any of the proposal and will not be bound to accept lowest or any proposal or to give any reasons for the decision in consultation with the Design Evaluation Committee (DEC).

This competition brochure is non-transferable.

In case, the last date for submission & opening of documents is declared as a public holiday, the next official working day shall be deemed as last date of submission and opening of proposals without any change in time schedule. No separate notice to this effect shall be issued.

Chapter – 3 Architectural programme …

Introduction

The Six AIIMS like Apex Healthcare Institutes are state-of-the-art multi-speciality / Super-speciality facilities with captive hospital, medical college with an annual intake of 100 undergraduate and P.G / Doctoral courses in various speciality / super-speciality disciplines as per Medical Council of India norms, attendant requisite infrastructure, hostels and housing complexes.

3.2 General Instructions

For general features and major components of the building please see the Architect’s Brief in the attached Annex – I. The Architects’ brief is an indicative document identifying the extent of issues and needs that need to be addressed in the development of Hospital Planning.

Scope of work for Architect/Architectural Firms: -

Provide a single prototype Architectural Concept & Architectural designs including the following:

Space requirements
Service requirements (Area wise), Structural systems etc.
Space programme
Master plan indicating the site zoning and the buildings location.
Conceptual building plans (Floor plans) containing the following:

Sections & elevations
Equipment / Furniture layout
3D view/model and blow-ups of critical areas/computer walk throughs etc.
Internal & external finishing details with area chart

Budgetary cost estimates – Component wise.

The presentation has to be self-explanatory and in the form of an interactive CD of a maximum duration of 15 minutes.

The selected single architectural concept and architectural designs shall be finalized to act as basic prototype for all the six institutes.

Chapter – 4 THE SITE …

A site layout plan of proposed site at Jodhpur is included. The competitors have to develop their proposal on this plan.
The site outline plan of other five sites are also enclosed. Competitors have to provide indicative drawing showing how other concept would be accommodated on other sites.
All sites are largely flat.

CHAPTER –5 SUBMISSION & ASSESSMENT …

Design Criteria

The competitors may consider among other things, the following criteria:

Creation of an inspiring environment conducive to patient-care and be user friendly.
Responsiveness to environment and local climate.
Effective use of scarce resources.
Effective segregation of patient, doctors & services movement systems.
State of Art technology for speedy implementation of the facility.
Effective movement to create sufficient green pedestrianised spaces.
Effectiveness of overall circulation network and linkages.
Innovative solutions for parking.
Conservation and enhancement of on-site landscape elements.
Quality and Social viability of indoor and outdoor spaces with references to the wide diversity of users expected at each Institute.
Extent of innovations incorporated to minimize use of conventional sources of energy.
Flexibility for additions, expansions and alternative use required to accommodate growth and wide institutional horizons in the decades ahead.
Sustainable development & symbolic value of the total design concept.
Energy-efficient, eco-friendly & a barrier – free environment.

LANDSCAPING

The submissions would include a plantation plan for the entire campus (to be prepared plantations), water bodies, mounds and green cover and soft development along with orientation of major buildings shall be used to ensure micro climatic improvements.

A concept note on these aspects is to be submitted.

SIGNAGES

A concept scheme for signage systems shall also form part of the submissions.

ENVIRONMENTAL SUSTAINABLITY

The design should incorporate strategies for environmental sustainability and specific aspects should consciously be addressed in the concept stage itself

Climatic conditions and site planning
Efficient water management and waste water treatment techniques.
Solar design / Energy
Use of building materials
Use of appropriate building technologies and
Efficiencies of energy systems.
Intelligent Lighting Systems
Intelligent Lifts / Elevators

The report should consciously address ideas on these issues and incorporate them in the design.

The Jury will consider the above criteria for assessment.

Submittals:

Prototype concept/design provided by the selected Architect/Architectural Firm shall contain the following:

Space requirements
Service requirements (Area wise), Structural systems etc.
Space programme
Master plan of the project indicating the site zoning and the buildings location.
Conceptual building plans (Floor plans) containing the following:

Funiture /equipment layout
Section & elevations
3D view/model and blow-ups of critical areas/computer walk-throughs etc.

Budgetary cost estimates)

The entire design proposal shall also be submitted on CD. The presentation has to be self-explanatory and in the form of an interactive CD of a maximum duration of 15 minutes. Complete anonymity has to be maintained at all stages. All drawings submitted on CD shall be in “dwg” format, readable in Auto CAD Release 2004.

Submission Requirement of Designs

Report:

This should be a bound booklet of A-4 size with page number. The report should discuss the following:

The Architects visualization of the project.
The design proposal highlighting how it addresses the various issues discussed in the dossier and any other points which the consultants/architect has felt relevant to the design problem. Competitors may use sketches/3D views to explain design concepts and innovations.
A diagram of the general functional arrangements as designed, showing the inter-linkages/distribution of activities at the different levels.
A summary schedule of usable and gross areas expressed in the metric system.

Drawings:

a) Layout Plan on 1:400 scale : This shall indicate layout of building and necessary infrastructure and area details as per MoHFW, GOI requirements along with sufficient corresponding sections.

b) Landscape plan on 1:400 scale : This shall indicate hard and soft areas, outdoor furniture, types of plantation, and other Landscaping element etc. along with corresponding sections.

c) Circulation Plan on 1:400 scale : This shall indicate details of vehicular and pedestrian movement, parking, access to the buildings/blocks along with corresponding sections.

d. i) Building Plan on 1:400 scale : This shall indicate Floor-wise building plans of all major blocks.

ii) For areas of OT, Diagnostics, Wards, Services and any other component considered essential, Plan at 1:200 scale are to be submitted

iii) Elevations and Sections typical to explain the salient elements of the scheme in 1:200 scale are to be submitted.

Conceptual details and sketches of Architectural form & feature shall also be highlighted.

5.2.3 Model : A model of the design scheme at a scale of 1:400 scale are expected from the competitors.

All drawings should be submitted in A-1 size excepting the layout plans which can be in A-0 size with the total number of drawings not exceeding 25 numbers.

LETTER OF INVITATION (LOI)

Subject: Letter of Invitation seeking Project Consultant for providing Comprehensive Consultancy Services in Setting up of Six AIIMS like Apex Healthcare Institutes at Bhopal, Bhubaneswar, Raipur, Patna, Jodhpur and Rishikesh in the states of Madhya Pradesh, Orissa, Chattisgarh, Bihar, Rajasthan and Uttaranchal respectively.

DEFINITIONS

For the purpose of this Request for Proposal, unless otherwise specified or repugnant to the subject or context, the following terms shall be deemed to have the following meanings:

(a) "CLIENT" shall mean the Ministry of Health & Family Welfare, Govt. of India or any authority set-up by the Ministry of Health & Family Welfare, Govt. of India for establishing and running the six institutes.

(b) “NODAL OFFICER” shall mean the representatives of "CLIENT" who are duly empowered and authorized to act for and on their behalf

(c) "PROJECT CONSULTANT / CONSULTANT" shall mean any entity or persons or associations of person who have been short-listed to submit their proposals that may provide or provides the Services to the Client under the Contract.

(d) “Contract” means the Contract signed by the Parties and all the attached documents, that is General Conditions of Contract and the Appendices.

(e) "PARTIES" shall mean CLIENT and PROJECT CONSULTANT, each one individually referred to as PARTY.

(f) “Day” means calendar day.

(g) “Government” means the Government of India.

(h) “LOI” (Section 1 of RFP) means the Letter of Invitation being sent by the Client to the short-listed Consultants, which provides short-listed Consultants with all information needed to prepare their proposals.

(i) “Proposal” means the Technical Proposal and the Financial Proposal.

(j) “RFP” means the Request for Proposal prepared by the Client for the Selection of Project Consultants.

(k) "Assignment / job” means the work to be performed by the Project Consultant pursuant to the Contract.

(l) “Terms of Reference” (TOR) means the document included in the RFP as Section 2 which explains the objectives, scope of work, activities, tasks to be performed, respective responsibilities of the Client and the Project Consultant, and expected results and deliverables of the Assignment/job.

(m) "AUTHORISED REPRESENTATIVE" shall mean the representatives of "CLIENT" and/or "PROJECT CONSULTANT" as the case may be who are duly empowered and authorized by their respective organisations to act for and on their behalf.

(n) "DATE OF ACCEPTANCE" shall mean the date on which CLIENT confirms written acceptance of PROJECT CONSULTANT’S SERVICES.

(o) "PROJECT" shall mean the Setting up of Six AIIMS like Apex Healthcare Institutes for which PROJECT CONSULTANT is to provide SERVICES in accordance with and as per the terms and conditions of this AGREEMENT.

(p) “PROJECT MANAGEMENT COMMITTEE (PMC)” shall mean the apex steering and monitoring body to oversee the implementation of the project.

1. INTRODUCTION

1.1 Your firm, along-with other firms who had earlier submitted their EOI, are hereby invited to submit a technical and financial proposal for providing comprehensive consulting services for Setting up of Six AIIMS like Apex Healthcare Institutes at Bhopal, Bhubaneswar, Raipur, Patna, Jodhpur and Rishikesh in the states of Madhya Pradesh, Orissa, Chattisgarh, Bihar, Rajasthan and Uttaranchal respectively. Your proposal could form the basis for future negotiations and ultimately an agreement between your firm and the Client.

1.2 To enable your firm, along-with other firms who had earlier submitted their EOI, to submit a more comprehensive proposal than previously requested for in our advertisement, the Terms of Reference (TOR), which outlines the role and scope of work of the Project Consultant is given in Section-2 (Terms of Reference). The TOR should be considered as the minimum requirement for performing the scope of the work. Ministry of Health & family Welfare, Government of India reserves the right to effect any additions or changes in the scope of the work as deemed necessary in the TOR during the period of the assignment.

1.3 To obtain first-hand information on the Assignment and on the local conditions, you are encouraged to visit the sites and also attend a pre-proposal conference to be held on 05.07.2006, at 11:00 AM at 249 A-Wing; Committee Room, Nirman Bhawan; New Delhi – 110011. You must fully inform yourself of local conditions and take them into account in preparing your proposal.

1.4 Please note that (i) the costs of preparing the proposal and of negotiating the contract, including visit(s) to the sites/client, are not reimbursable as a direct cost of the Assignment; and (ii) the Client is not bound to accept any of the proposals submitted and reserves the right to annul the selection process at any time prior to Contract award, without thereby incurring any liability to the Consultants.

1.5 Conflict of Interest

1.5.1 Client requires that Consultants provide professional, objective, and impartial advice and at all times hold the Client’s interests paramount, strictly avoid conflicts with other Assignment/jobs or their own corporate interests and act without any consideration for future work.

1.5.2 Without limitation on the generality of the foregoing, Consultants, and any of their affiliates, shall be considered to have a conflict of interest and shall not be recruited, under any of the circumstances set forth below:

Conflicting activities : (i) A firm that has been engaged by the Client to provide goods, works or Assignment/job other than consulting Assignment/job for a project, and any of its affiliates, shall be disqualified from providing consulting Assignment/job related to those goods, works or Assignment/job. Conversely, a firm hired to provide consulting Assignment/job for the preparation or implementation of a project, and any of its affiliates, shall be disqualified from subsequently providing goods or works or Assignment/job other than consulting Assignment/job resulting from or directly related to the firm’s consulting Assignment/job other than consulting Assignment/job are defined as those leading to a measurable physical output, for example surveys, exploratory drilling, aerial photography, and satellite imagery.

Conflicting Assignment/job; (ii) A consultant (including its Personnel and Sub-Consultants) or any of its affiliates shall not be hired for any Assignment / job that, by its nature, may be in conflict with another Assignment/job of the Consultant to be executed for the same or for another Client. For example, a Consultant hired to prepare engineering design for an infrastructure project shall not be engaged to prepare an independent environmental assessment for the same project, and a Consultant assisting a Client in the privatization of public assets shall not purchase, nor advise purchasers of, such assets. Similarly, a Consultant hired to prepare Terms of Reference for an Assignment/Job should not be hired for the Assignment/Job in question.

Conflicting relationships (iii) A Consultant (including its Personnel and Sub-Consultants) that has a business or family relationship with a member of the Client’s staff who is directly or indirectly involved in any part of (i) the preparation of the Terms of Reference of the Assignment/Job, (ii) the selection process for such Assignment./job, or (iii) supervision of the Contract, may not be awarded a Contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Client throughout the selection process and the execution of the Contract.

1.5.3 Consultant have an obligation to disclose any situation of actual or potential conflict that impacts their capacity to serve the best interest of their Client, or that may reasonably be perceived as having this effect. Any such disclosure shall be made as per the standard forms of technical proposal provided herewith. If the consultant fails to disclose said situations and if the Client comes to know any such situation at any time, it may lead to the disqualification of the Consultant during bidding process or the termination of its Contract during execution of assignment.

1.5.4 No agency or current employees of the Client shall work as Consultants under their own ministries, departments or agencies.

1.6 Unfair Advantage

If a short-listed Consultant could derive a competitive advantage from having provided consulting Assignment / job related to the Assignment/job in question and which is not defined as conflict of interest as per para 1.5 above, the Client shall make available to all short-listed Consultants together with this RFP all information that would in that respect give such Consultant any competitive advantage over competing Consultants.

1.7 Request for Proposal Stage

This stage will involve the preparation and lodgement of full, legally binding bids by Pre-qualified Bidders short-listed from EOI stage. The main steps in this stage are:

- Notification to Pre-qualified Bidders

- Issue of information Memoranda, Request for Proposal (RFP) and draft documentation

- Site visits & possible technical site inspections.

- Limited written question and answer process

- Pre-proposal Conference

- Pre-bid confirmation of acceptance of draft documentation

- Lodgement / Opening of Bids

- Presentation of Proposal

- Selection of Project Consultant

2. DOCUMENTS

2.1 To prepare a proposal, please use the attached formats (Appendix-1 & 2).

2.2 Bidders requiring a clarification of the Documents must notify the Client, in writing, not later than thirty (30) days before the proposal submission date. Any request for clarification in writing, or by cable, telex or tele fax shall be sent to the address indicated below. The Client shall respond by cable, telex or telefax to such requests and copies shall be sent to all the firms invited to submit their proposal. All correspondence shall be made in English in writing to.

The queries and the replies thereto shall then be available to all bidders in the form of an addendum, which shall be acknowledged in writing by the Bidders.

2.3 At any time before the submission of proposals, the Client may, for any reason, whether at its own initiative or in response to a clarification requested by an invited bidding firm, modify the Documents by amendment. The amendment shall be sent in writing or by cable or facsimile to all the firms invited to submit proposal and will be binding on them. The Client may at its discretion extend the deadline for the submission of proposals.

2.4 Earnest Money Deposit (EMD)

2.4.1 An EMD of INR Ten Lacs (Rs 1,000,000), in the form of Demand Draft / bank guarantee in favour of “HSCC (India) Limited; Block – E – 6 (A); Sector – 1; NOIDA; UP – 201 301” from any Scheduled Bank, must be submitted along-with the Proposal. No other mode/form of payment shall be acceptable.

2.4.2 Proposals not accompanied by EMD shall be rejected as non-responsive.

2.4.3 No interest shall be payable by the Client for the sum deposited as earnest money deposit

2.4.4 The EMD of the unsuccessful bidders would be returned back within one month of signing of the contract.

2.5 The EMD shall be forfeited by the Client in the following events:

2.5.1 If the proposal is withdrawn during the validity period or any extension agreed by the consultant thereof.

2.5.2 Of the Proposal is varied or modified in a manner not acceptable to the Client after opening of Proposal during the validity period or any extension thereof.

2.5.3 If the Consultant tries to influence the evaluation process

2.5.4 If the First ranked Consultant withdraws his proposal during negotiations (failure to arrive at consensus by both the parties shall not be construed as withdrawal of proposal by the Consultant).

2.6 Tender Document Fees

All Consultants are required to pay INR Ten Thousand only (Rs 10,000), towards Tender Document Fees in the form of Demand Draft from any Scheduled Bank drawn in favour of “HSCC (India) Limited” and payable at New Delhi. The Tender Document Fees is Non-Refundable.

Please note that the Proposal, which does not include the tender Document Fees, would be rejected as non-responsive.

3. PREPARATION OF PROPOSAL

The Proposal as well as all related correspondences exchanged by the Consultants and the Client, shall be written in English language, unless specified otherwise.

Technical Proposal

3.1 In preparing the technical proposal, you are expected to examine all terms and instructions included in the Documents. Failure to provide all requested information shall be at your own risk and may result in rejection of your proposal.

3.2 Your technical proposal should provide the following and any additional information, using the formats attached in Appendix-1. Submission of the wrong type of Technical Proposal will result in the Proposal being deemed non-responsive:

(i) Corporate Qualifications: Describe the firm’s (or the group of firms comprising one offer) specific corporate qualifications, i.e. its full range of capabilities, specific relevant experiences and the role of the firm in rendering the required services, qualified personnel and resources that will be brought to bear in undertaking this assignment. The bidder should demonstrate the relevant work experiences clearly indicating actual services rendered in setting up of world-class healthcare institutes. For each assignment, the outline should indicate, inter alia, the profiles of the staff provided, duration, contract amount and firm’s involvement, start date, completion dates etc.

Details of agreement between members of the consortium, binding all the members severally and jointly during the entire duration of the contract are to be provided. The MOU should be a detailed and valid agreement between the Consortium members defining clearly the role, responsibility and scope of work of each member along with nomination of leader for the purpose.

In the case of a Joint Venture or Consortium, all members of the Consortia as mentioned in the RFP shall be jointly and severally liable to the Client for all the Project Consultants’ obligations under this Contract.

(ii) Approach and Methodology: Submit a comprehensive description of the approach and methodology (work plan) that the bidder proposes to undertake the comprehensive project consultancy services. Please submit detailed Network (PERT / CPM / Specialised Management Software) to demonstrate the task involved and the accomplishment of the same within the designated time frame.

(iii) Assignment of Professional Team: The Firm/Consortia shall assign a Central team at New Delhi and a team for each of the sites. The Firm/Consortia shall present the composition of the proposed staff team, the tasks, which would be assigned to each of the sites, their timing and prior relevant experience. (Any alternate to key professional staff proposed should have equivalent or higher qualifications and experience).

A short-listed consultant may associate / realign with any of the short-listed consultants and/or short-listed individual expert at the time of submission of proposal. Under such circumstances each member of the Consortium shall be evaluated as per the qualification/ eligibility criteria set forth in Proposal Evaluation. The combined score of the each member of the association of consultant shall be taken into account for evaluation purpose. However, the lead member of the association of the consultant shall be the consultant who has been short-listed by the Client and Client shall deal with only the lead member for the purpose of this assignment. Besides, the Project Consultant / Consortia of Firms should fulfill the original Expression of Interest (EOI) qualifying norms as follows:

a. Project Consultant/Consortia of Firms shall be of National/International repute with a demonstratable track record of rendering Consultancy Services for a Project of the magnitude envisaged

b. Project Consultant/Consortia of Firms should have provided project consultancy services to atleast two projects of national/international level healthcare institutes with a minimum value of Rs.150 Crores each during the last seven years.

c. An international firm should have an Indian firm as one of its partners.

(iv) CV’s recently signed and dated by the proposed key professional staff (in original). Key information should include number of years with the firm, and degree of responsibility held in various assignments during the last seven (07) years.

(v) Estimates of the total time effort (person x months) to be provided to carry out the Assignment, supported by network diagrams showing the time proposed (person x months) for each professional staff member. All proposed personnel are expected to be available for the duration of the assignment and should submit their written confirmations indicating their availability.

(vi) In the event, due to any avoidable circumstances, it becomes inevitable to change the personnel assigned for the subject assignment, the same shall be done only with the written permission of the Client subject to the condition that the personnel so changed shall possess similar or better qualifications & work experience as were available with the personnel in position.

3.3 The technical proposal shall include all information as required and shall not include any financial information.

3.4 Financial Proposal

The financial proposal shall be submitted as per the “Formats for Financial Proposal” (Appendix – 2). The price shall be quoted as total all inclusive lumpsum price (inclusive of all taxes etc.) as per the following:

A. Providing Comprehensive Consultancy Services for setting up Six AIIMS like Apex Healthcare Institutes at Bhopal, Bhubaneswar, Patna, Raipur, Jodhpur & Rishikesh in the states of Madhya Pradesh, Orissa, Bihar, Chattisgarh, Rajasthan & Uttaranchal respectively except Project Management/Construction Supervision Services as per terms of Reference. In case the client so decides not to execute any site of the six sites stated above, there shall be pro-rata reduction per individual site of the quoted price in the case of reduction in the number.

B. Providing Project Management/Construction Supervision Services for setting up of Six AIIMS like Apex Healthcare Institutes as per terms of reference with the proviso for pro-rata reduction per individual site of the quoted price in the case of reduction in the number of construction of individual institutes.

The firm/Consortia should quote lumpsum for both the services as per TOR for all the six sites. The Total Price shall be the summation of Sr. No. A & B above in para 3.4.

Besides the total all inclusive lumpsum price including all taxes etc., breakup of prices as required under the formats is also to be furnished.

On behalf of “Ministry of Health & Family Welfare, Govt. of India, HSCC (India) Ltd. intends to invite sealed tenders for TOPOGRAPHICAL & HYDRO-GEOLOGICAL SURVEY (Approx. land area 100 acres or more) for six AIIMS like apex health care institutes under Pradham Mantri Swasthya Suraksha Yojna (PMSSY) at Bhopal, Bhubaneswar, Raipur, Rishikesh, Jodhpur & Patna. The cost of tender document & bid security for each location tender is Rs. 1000/- & Rs. 5000/- respectively. Specialized agencies fulfilling the following minimum criteria may apply:

1. Average Annual Turnover (As per audited balance sheet) during last three financial years of not less than Rs. 25 lakhs

2. Successful completion of at least one similar nature of work of value Rs. 8.00 lakhs in a period of 3 months in a single contract during the last five years

Shri Naveen Patnaik, Chief Minister, Orissa today met the Union Minister of Agriculture, Consumer Affairs, Food and Public Distribution, Shri Sharad Pawar and congratulated him for the decision taken to set up a National Fishery Development Board on the pattern of the National Dairy Development Board. Shri Patnaik highlighted the enormous potential of Orissa in the fishery sector on account of its long coast line, fresh water bodies and brackish water area, including the Chilka, which is the largest brackish water lagoon of Asia. Since the proposed Board would focus mainly on aquaculture, Shri Patnaik stated that Bhubaneswar, which already hosts the Central Institute for Fresh Water Aquaculture, would be the ideal location for the proposed National Fishery Development Board and assured required infrastructure support from the State Government. Shri Pawar acknowledged the strategic location as well as importance of Orissa insofar as Fishery Development was concerned. He mentioned that the proposal for setting up the National Fishery Development Board, which has been approved by his Ministry was likely to be approved shortly by the Planning Commission and the Cabinet, after which the location of the Board as well as other related issues would be finalized. He stated that the offer of the Government of Orissa to host the National Fishery Development Board would receive positive and serious consideration.

Later, the Chief Minister called on the Minister of State (Independent Charge) for Science & Technology and Ocean Development, Shri Kapil Sibal and requested him for sanctioning a National Institute for Advanced Materials and Applications (NIAMA) for Orissa, which may be located at Bhubaneswar. He stated that the huge mineral deposits, including atomic minerals (rare earths), concentration of mineral based industries, especially in the areas of steel and aluminium, and the presence of a robust network of technical institutions at Bhubaneswar such as the Institute of Physics, the Institute of Material Sciences, Biju Patnaik University of Technology, OUAT and Utkal University make Bhubaneswar an obvious choice for such an institution, which in the long run, was imperative to make India a leading player in the manufacturing sector. The Chief Minister handed over a copy of the Detailed Project Report, which involves a one time capital cost of around Rs.78 crore and recurring expenditure of around Rs.7 crore per annum. Shri Kapil Sibal appreciated the proposal and pending detailed appraisal agreed to get work started in that direction in the existing Institute of Material Sciences at Bhubaneswar.

Shri Naveen Patnaik, Chief Minister, Orissa today met the Union Minister of Human Resource Development, Shri Arjun Singh and requested him to expedite the establishment of the Regional Centre of Studies in Integrated Sciences at Bhubaneswar under the National Institute of Science framework. He informed that the State Government had already identified 75 acres of land at Gothapatana under Bhubaneswar Tehsil for setting up the campus and was awaiting release of funds by Government of India. The Chief Minister stated that it was learnt that Government of India has recently cleared setting up a similar institution at Kolkata and wanted that the Bhubaneswar Centre, which has been approved more than two years back, should be taken up first. In addition to this, Shri Patnaik also requested for establishment of a Central University for the KBK Region, which is one of the most backward regions in the country. He pointed out that there was a heavy concentration of the scheduled tribe and scheduled caste population in this region, which has a literacy rate below 50%. Shri Patnaik stated that setting up a Central University in the KBK region would go a long way in encouraging higher education among tribal population. He added that the university could also set up specialized centres for tribal development related studies, as tribal development was one of the biggest challenges facing the country today. Shri. Arjun Singh appreciated the rationale of having a Central University in the KBK region and sought a formal proposal in this regard from the State Government. He assured that this would receive high priority whenever the Central Government considers setting up of new central universities. On the other issue, viz., the establishment of the Regional Centre of Studies in Integrated Sciences at Bhubaneswar, Shri Arjun Singh assured that his Ministry would review the matter.

Shri Patnaik stated that the Government of Orissa have offered 300 acres of land next to Bhubaneswar city for setting up the campus and the State Government is fully committed to provide all necessary assistance for the institution. Since Orissa is fast emerging as a hub for industrial activities, an institution of the stature of IIT will provide the much needed boost to the efforts of the Government in providing support to these industries. The Union Minister, Shri Arjun Singh stated that the Central Government is positively inclined for setting up such an institution soon.

The Chief Minister also discussed about the establishment of a new Indian Institute of Information Technology (IIIT) at Bhubaneswar regarding which he had earlier written to the Prime Minister. In view of the growth of Bhubaneswar as a major centre for IT and IT-enabled services, it is ideally located for a IIIT. The State Government is willing to provide land for the institution. The Union Minister, Shri Arjun Singh responded that the Government of India will definitely consider the case of Bhubaneswar favourably while sanctioning new IIITs in the near future.

Chief Minister, Orissa, Shri Naveen Patnaik met the Union Minister for Science & Technology and Earth Sciences, Shri Kapil Sibal at New Delhi today. The Chief Minister requested the Union Minister to sanction new Post Graduate courses in Marine Biotechnology and General Biotechnology for Berhampur University and Fakir Mohan University, Balasore, respectively. Berhampur University has one of the oldest Marine Biology Departments in the country and in view of the economic potential of this sector and the requirement of trained manpower in the upcoming field of Biotechnology, Orissa would be greatly benefited by the opening up these new courses. The Union Minister readily agreed to sanction these courses after receiving the proposals. Shri Patnaik also requested for early sanction of the proposed Biotechnology Incubator project at Bhubaneswar. The Incubator, which will be part of the Biotechnology Park, will nurture innovative ideas into successful business ventures. It will enable the Park to get essential facilities like laboratories, equipment, etc. for which the State Government has already provided 100 acres of prime land in Bhubaneswar. Shri Sibal agreed that the Biotechnology sector in Orissa needs a boost and said that the Department of Biotechnology would readily support the proposal. Shri Sibal also announced that the Ministry of Earth Sciences will be setting up one Doppler radar station at Paradeep for weather monitoring. Sites have also been identified at 3 other locations, namely, Balasore, Gopalpur and Sambalpur for setting up Doppler radar stations.

Shri Patnaik met the Union Minister for Agriculture, Food & Civil Supplies, Consumer Affairs and Public Distribution, Shri Sharad Pawar today. At the outset, Shri Pawar congratulated the Chief Minister for the excellent performance of Orissa in terms of foodgrain production and procurement during the last financial year. As a result of this, there was no distress sale and no demand for rice from outside the State. He hoped that the performance this year would be as good, if not better. The Chief Minister then stated that since agro based sugar projects have a substantial economic spread effect in the rural sector, the Government of Orissa is now giving a thrust on the implementation of new sugar mills in potential areas. 14 new areas have been identified and a Master Plan is being prepared. He requested the Union Minister to use his good offices to help Orissa in getting new entrepreneurs for setting up new sugar mills because of their immense impact on the rural economy and extensive livelihood support. Shri Pawar mentioned that the Eastern Zone continues to be sugar deficit and Orissa is ideally placed to meet this deficit. He requested the Chief Minister to give further details about the potential areas for sugarcane so that steps could be taken for establishing new sugar mills in the State.

Reiterating his earlier request for making available suitable central assistance for providing short term crop loans to farmers at 7% interest, Shri Patnaik stated that the State Government has already come forward to provide financial assistance from its own limited resources to enable the cooperative sector to lend at 7%. He mentioned that this would cost about Rs.33 crore to the State exchequer. However, this can only be a one time measure. It would be difficult to sustain the same in the long run and urged the Government of India to provide suitable assistance to the State Government to meet the additional requirement of funds for making available loans to farmers at 7% interest. Shri Pawar appreciated the difficulties being faced by the State Government in fulfilling this budget announcement and agreed to take up the matter for a suitable resolution of this problem. Shri Patnaik also made a request for relaxing the norms for paddy quality for the procurement season 2006-07 in view of the severe and extensive floods this year that have affected the crop. Shri Pawar stated that his Ministry would take action at the appropriate time in this regard, i.e. at the time of harvest of the paddy.

Orissa is a partner state in the TiECON 2006. TiECON 2006, during its 3 days of deliberations from 26th - 28th October 2006 brought together successful entrepreneurs from India and around the world. The theme of this year's conference was entrepreneurship: DNA growth. TiECON 2006 focused on critical factors having bearing on entrepreneurs and business opportunities in the Indian market.

During valedictory address Shri Naveen Patnaik, Chief Minister, Orissa informed delegates that Orissa has become a preferred destination for foreign and domestic investors in view of significant improvement in the state's business climate. He stated that Orissa has already received investment proposals worth almost US$100 Billion and most of the major national and international players in all sectors ranging from steel, aluminum, power, infrastructure, hospitality, textiles and IT are evincing keen interest in expanding their investment profile in the state. Chief Minister, Orissa also highlighted the efforts made by Orissa to improve business climate such as single window clearance and facilitation system and the special role being played by Team Orissa for providing reliable infrastructure, improved connectivity and healthy business climate. He mentioned that the state plans to invest about Rs.25,000 crore over the next 5 years for improving road and railway infrastructure. Sharing with the delegates some significant initiatives of the state, the Chief Minister categorically stated that his Government intend to accord top priority to the development of world class social infrastructure. Chief Minister, Orissa made a special mention of significant growth in the health and educational infrastructure in the state during the recent years. He informed that the state is committed to improvement of qualified manpower, particularly for the service sector, and is accordingly setting up educational centers of excellence including International Institute of Information Technology, IIT Kharagpur Campus and National Institute of Science and Education Research.

Chief Minister, Orissa shared with delegates that Orissa will soon have the distinction of having the best private University of Vedanta with world class facilities as are available in Harvard, Stanford and Cambridge Universities in addition to Olympic standard sports facilities. An investment of about US$ 3 billion is planned for the purpose. Chief Minister, Orissa observed that Orissa in general and Bhubaneswar in particular is emerging as the most attractive destination for investors in IT, ITES and other high-tech industries. He mentioned that Orissa at present offers not only the desired business climate but also hospitality delight with mushrooming growth of hotels, shopping malls and restaurants at major tourist destinations.

Chief Minister, Orissa in his concluding remarks shared with the distinguished entrepreneurs that the state would be more than happy to assist them for any support that they may need and extended invitation to the delegates to visit Orissa to get first hand experience of the opportunities available in the state. He assured that the potential investors will now have ease of travel to Orissa in view of the improved air connectivity to the state.

Pune, October 27: Having earned the auto and IT hub of the country tag, Pune on Friday got another name: Knowledge City. When Chief Minister Vilasrao Deshmukh was apprised of the city’s educational infrastructure — four universities, 20 engineering colleges and over 5 lakh students — he immediately declared Pune as the `Knowledge City’ of the State. Deshmukh said Pune is an ideal destination for investments in technology-driven sectors. “According to a recent RBI bulletin, Pune has attracted 20 per cent of the total industrial investment in the country, which is the highest. It also reports the highest exports in the country — almost $2 billion,” he said at the two-day Hi-Tech Pune conference.

It was not just about investments, but Maharashtra Industrial Development Corporation CEO Rajiv Jalota pointed out that a 2005 survey had also rated it as the “happiest city in India”. So, it is no wonder that MIDC has earmarked Rs 500 crore to promote biotech in the city.

“We expect Pune to attract investments in SEZs to the tune of Rs 25,000 crore within just five years, and this is likely to be the highest such investment attracted by a city in India,” Jalota said.

“Pune provides all the necessary incentives for companies to set up shop here,” University of Pune vice-chancellor Narendra Jadhav said.

On the IT front, Software Technology Parks director P Venugopal said Pune has 83 IT parks — the highest in the country — and it continues to invite IT investments at a scorching pace.

The conference also conferred lifetime achievement awards on Serum Institute head Cyrus Poonawalla, Council for Scientific and Industrial Research director-general Raghunath Mashelkar and former vice-chairman of TCS Fakir Chand Kohli for their contributions to healthcare, science and software respectively.

Bhubaneswar-Cuttack metroplex is small compared to Pune. But in terms of the "knowledge city" parameters it is catching up.

Pune has 4 universities, Bhubaneswar has 4 proper universities (Utkal University, OUAT, KIIT, and Ravenshaw unitary university). In addition there is the fledgling Utkal University of Culture. Pune has 20 engineering colleges; BBSR-CTC has 20+ engineering colleges. Albeit, the ones in Pune may be more established, as many of them have been in existence much longer. Pune has an IISER; Bhubaneswar will follow it with an NISER. Lot more new things are planned for BBSR-CTC-Puri. It will be interesting to see how BBSR-CTC-Puri compare with Pune in 4-5 years: Does it catch up or fall behind??

Editor's comments:

July 1 05: These days AICTE is very concerned regarding the quality of teaching staff in many of the private colleges. Currently it provides support for faculty enhancment whereby faculty from these colleges got to an NIT, IIT (etc.) for a higher degree. One side effect of this is the colleges lose their good faculty, even if temporarily. AICTE should help in the establishment of graduate institutions in areas where there is a large cluster of engineering colleges. The CTC-BBSR area is a good example. It has 20+ engineering colleges, with no colleges (with the minor exception of 2 degrees at KIIT) that offers Masters degrees in Engineering subjects. By having at least one graduate school in BBSR-CTC, the teachers at the 20+ colleges can pursue a higher degree part time, thus with less of a loss to the college they are employed at. Such a scheme will do wonders for the faculty improvement goal of AICTE.
12th Aug 2005: Considering that the government colleges such as CET and UCE are so popular (see ranking above) and the fact that now-a-days loans are easily available to engineering students, the Orissa government should hook up with a couple of banks, borrow money to upgrade the govt colleges (such as CET and UCE), increase the fees at those colleges to 80% of the private college fees to serve the bank loan, and guarantee loans (though banks) to all those who get admission. The government should wisely use the resulting fund to improve the infrastructure of these colleges. With this source of money and the fact that, government does not have to spend money on land, and there is already a budget for the exisiting faculty, there is no reason why CET and UCE can not have the infrastructure of KIIT or ITER or NIST.
June 18, 2006: The above listing of colleges show where the engineering colleges are concentrated at and where there is a lack of such colleges; the later implying opportunities for people wanting to open new colleges. Couple of areas that standout are: (i) The Kalinganagar - Duburi-Jajpur Road area where several steel plants are being established - Jajpur Rd is only 100 kms from Bhubaneswar in the Bhubaneswar-Howrah railway line and most express trains stop there. It is at the cross section of two National Highways including a part of teh golden quadrilateral. Jakhapura, from where the Jakhapura - Bansapani railway line branches out is the next station from Jajpur Rd towards Bhubaneswar. (ii) The Paradeep area - With the Paradeep port, POSCO and anticipated ancillaries, this area is another prime location for an engineering college or two.
